This book will prepare readers for the redistricting of congressional, state legislative, and local collegial bodies that will follow the 2010 Census. Almost every state legislature will devote extensive time to redrawing its own districts along with the state's congressional districts during 2011-2012. Chapters 2 through 5 cover the major factors involved in drawing the new maps. These are arranged in the order of their legal prominence beginning with the need for equal populations before moving to the obligation to avoid discriminating against minorities. Chapter 4 examines the other elements weighed by those redrawing districts: compactness, respect for political boundaries and communities of interest. Chapter 5 deals with partisan considerations and consequences of redistricting. More than any other state, Georgia has probably been the locale for more precedent-setting cases and had more difficulty securing Department of Justice approval of its districting plans. Chapter 6 uses Georgia as a case study to demonstrate the application of a number of concepts discussed in the preceding four chapters. The seventh chapter provides a preview of the post-2010 redistricting with a discussion of projections of likely congressional reapportionment. The final chapter also considers how the changes in the Voting Rights Act adopted in 2006 may affect the next round of redistricting.

The 2012 congressional elections played an equally vital role in determining the future course of America as the presidential race that topped the electoral ticket. Readers of this book will gain insights about the formative aspects of the 2012 campaign season as well as in depth coverage of key races for Congress. Exclusive to this volume are three chapters that look at important processes which impacted the campaign cycle: voter suppression laws passed in nearly every state, the role of Super PACs and independent expenditures in the wake of the Citizens United Supreme Court decision, and the results of redistricting and partisan gerrymandering throughout the country. Then the case studies follow the path of seven House and six Senate races from inception to election postmortem. The chapters are both narrative and provide analysis of an array of interesting and diverse contests from throughout the country. Each entry was written by one or more experts living in the state or region of the race. The authors provide succinct and highly readable chapters meant to illustrate the distinctive nature of the campaigns they are examining. Readers will see individual campaigns and elections “up close” and be able to compare and contrast one from another because of the common format employed throughout the book. Taken together, the chapters reveal that the roads to Congress, while similar in so many ways, each follow a unique route to Capitol Hill.

This invaluable reference contains maps and tables that depict the boundaries and geographic relationships of the 110th congressional districts. The maps are presented on the national and state level, and they detail the districts of the 110th Congress, as well as the nonvoting delegate districts, including the District of Columbia. The state-based tables show the relationship between the congressional districts and counties or county equivalents.

John Engler, former Governor of Michigan, once claimed that redistricting is one of the purest actions a legislative body can take. Academicians and political leaders alike, however, have regularly debated the ideal way by to redistrict national and state legislatures. Rather than being the pure process that Governor Engler envisioned, redistricting has led to repeated court battles waged on such traditional democratic values as one person, one vote, and minority rights. Instead of being an opportunity to help ensure maximum representation for the citizens, the process has become a cat and mouse game in many states with citizen representation seemingly the farthest idea from anyone’s mind. From a purely political perspective, those in power in the state legislature at the time of redistricting largely act like they have unilateral authority to do as they please. In this volume, contributors discuss why such an assumption is concerning in the modern political environment.

Three census decades arranged alphabetically by state are covered by this volume, with a total of 14 variables (from percent of foreign born to percent of manufacturing employees) presented in tabular format. . . . Researchers studying legislative behavior and aggregate election analysis will find this series indispensable. Choice United States Congressional Districts and Data, 1883-1913 is an atlas of U.S. congressional districts and almost 10 times the size of Rosenbach's effort and half a century longer in scope. It contains maps of all congressional districts during this period and includes the names and boundaries of all counties within each district. For metropolitan districts it often includes minor civil divisions such as towns, townships, and wards. In addition to the cartographic presentation of each congressional district, this work also presents key demographic data taken from United States censuses relating to each district and its constituent counties. This includes data on population, race, ethnicity, religion, occupation, and various economic variables. This is the third volume in a multi-volume reference work that will present demographic data from the United States census for each congressional district from the first congress in 1789 until 1956. Like its predecessors, United States Congressional Districts and Data, 1883-1913 will be particularly useful for studying legislative behavior and aggregate election analysis. It will be welcomed by researchers interested in these and other areas requiring U.S. census and congressional data.
