The Covid-19 pandemic is not only a health challenge. In the MENA region, against the backdrop of protracted conflicts, instability, and an overall deterioration in socio-economic conditions, the coronavirus crisis adds another layer of vulnerability and has already had long-lasting repercussions on human security across the region. Moreover, as hybrid actors take on an important role as security providers amid the pandemic in a context of limited or absent oversight, risks associated to a lack of accountability, ethno-religious discrimination, human rights abuses, and gender-based violence grow. While classical approaches to security provision tend to portray non-state actors and the State as inherently at odds, the complexity of a rapidly evolving security landscape throughout the region should trigger a revision of the very concept of effective governance. This book outlines challenges to the effective operation of regional economic communities (RECs) with regards to peacebuilding in Africa. Critically examining these issues from an interdisciplinary perspective, with a focus on comparative analysis of the status, role, and performances of the Economic Community of West African States (ECOWAS) and Intergovernmental Authority on Development (IGAD), it examines particular constraints to their effective participation in regional initiatives. Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

The crisis, which began in 2016, is a political and social conflict between the English-speaking regions of Cameroon and the French-speaking government. The conflict has resulted in violence, displacement, and human rights abuses, leading to calls for a participatory solution. There have been various attempts to address the crisis, including dialogue between the government and separatist groups, as well as international mediation efforts. However, the extent to which these efforts have been participatory is a matter of debate. Some argue that the government has not done enough to involve all stakeholders in the peace process. Critics point to the fact that many Anglophone leaders and activists have been arrested and detained, limiting their ability to participate in negotiations. Additionally, some argue that the government has not done enough to address the root causes of the conflict, such as marginalization and discrimination against Anglophones. On the other hand, supporters of the government's efforts argue that there have been attempts at dialogue and reconciliation. They point to initiatives such as the Major National Dialogue in 2019, which brought together various stakeholders to discuss solutions to the crisis. Furthermore, they argue that separatist groups have been unwilling to engage in meaningful dialogue and have continued to engage in violence.
