Tis handbook has three primary objectives : (?) to give the project managers gu- ance to avoid con?icts in project execution and to understand the procedures in case of legal proceedings, (?) to give lawyers the understanding of the technical problems in project management, and (?) to give students an introduction into the technical and legal aspects of managing big international projects. Te case studies and qu- tions at the end of each chapter are especially directed to the student and the young project managers, who try to enter the ever more complicated world of managing international projects. Tis book does not try to give legal advice, but it tries to help engineers and project managers how to thoroughly plan their project in order to avoid con?icts during execution. In this way it also helps lawyers to better understand their clients, when they have to defend them in con?icts regarding big international projects. Te authors’ many years of experience in managing international projects on one side and in assisting as experts and monitors of litigation on the other side have led them to write this book and thus to help other project managers avoid the mistakes that they themselves and other project managers have made in the past.

"The single most important characteristic of the project environment is conflict. In fact, many companies avoid changeover to a project management organizational structure because of fear or the inability to manage resulting conflicts (Kerzner, 1992). This study is an attempt to identify the unique characteristics of project management teams that tend to provoke conflict, and the best practices to maintain healthy levels of conflict without allowing either artificial suppression or uncontrolled proliferation. There are many sources of conflict in project teams. Some of these factors are greater interdependencies of diverse specialists, tighter budget tolerances, accelerated schedules, information overload, and incompatible personality characteristics of team members. An attempt has been made to establish a relationship between the roles of these factors and the suitability of a particular conflict resolution approach at different stages of the project life cycle"--Abstract, leaf iii.

Project managers routinely deal with conflict, both from internal and external sources. This article provides a framework for the organizational conflict process, and discusses such common organizational causes of conflict as reward systems, scarce resources, uncertainty over lines of authority, differentiation (or interdepartmental friction), and poor communication. The article describes the four-stage conflict process (frustration, conceptualization and orientation, interaction, and outcome), as well as five conflict-handling styles (competing, accommodating, avoiding, compromising, and collaborating). There are three main methods for resolving conflict: avoiding the conflict, defusing the conflict, or using confrontation to draw out the causes of conflict, usually through the use of problem-solving meetings.

Contributors in public policy, politics, international affairs, development, conflict management, and peace studies discuss the practical challenges of conflict prevention within the UN system, considering the causes and dynamics of war, tools being developed to predict the eruption of conflict, and what is being done to move from reaction to prevention of conflict. They touch on areas such as measuring the societal impact of war, a systems approach to mitigating violent conflict, and electoral assistance and democratization. Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.
