What is an appropriate national security strategy for the post-Cold War period? For strategists, this question is especially relevant given the changes in today's world. My purpose here is to assess past national security strategies and recommend an appropriate strategy for the post-Cold War period. My assessment will focus on the most prominent of past national security strategies. These include isolationism, hemispheric defense, balance of power, and collective security arrangements. There have been others, but these strategies represent four of the most significant ones. Of the four, I consider collective security as the best strategy for U.S. national security during the post-Cold War period. But before discussing my reasons for selecting collective security, I'll first offer a brief assessment of the other strategies. America's first truly discernible national security strategy was isolationism. Its roots go back as far as the late eighteenth century. America's geographical location, and the fact it had achieved independence from Britain, set the nation on an initial course of isolationism. As an emerging nation, America consciously and at times, unconsciously, practiced isolationism.

Throughout the beginning of 1999, NATO has experienced a period of relative internal calm. NATO is threatened neither by a powerful external threat nor by overarching internal strategic differences, and enjoys a degree of support that may indeed be higher than during the Cold War. Nevertheless, there are potential sources of strain and tension within the Alliance. Such strains collectively could introduce more serious tensions, especially with the imposition of other, unanticipated kinds of tension or crisis. Several long term tensions that existed during the Cold War continue to affect NATO today. These include geography as it affects how an Ally perceives its own interests, French exception and interpretation of its national independence, and the real purpose of the Alliance. Short and medium term issues include: (1) enlargement; (2) strategic concept review; (3) cost issues; (4) European Security and Defense Identity (ESDI); (5) counter proliferation and terrorism; (6) U.S. technology gap; (7) adaptation issues; (8) Greece and Turkey; and the (9) Balkans.

Twenty years ago the three Baltic States of Lithuania, Latvia, and Estonia regained their independence at relatively the same time. All of them became members of NATO in 2004. They also joined the European Union that same year. Despite their membership in the powerful military alliance of NATO and their association with the EU, the threat from Russia remains. Continuous cyber attacks and information operations, clear political messages, and other actions from the "Big neighbor" show that Russia has not abandoned her ambition to control this region. Will the three Baltic States repeat their historic failure to build a united defense against an aggressive military invasion as in the 1940s? Can these tiny Baltic States set aside separate agendas and build a united, well coordinated, and capable resistance against the genuine threat of a powerful adversary? This Strategic Research Project (SRP) argues that the threat from Russia persists. Consequently, Baltic States must build a robust collective defense to counter this threat. This cooperative defense should begin with a collective Baltic Special Operations Force trained and equipped to thwart Russian aggression in the region.

The emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This book provides an essential background for understanding how security issues as between NATO and the European Union are being posed for the early part of the 21st century, including the new circumstances following the terrorist attacks in New York and Washington on September 11, 2001. This study should be of interest to those interested in the evolution of U.S.-European relations, especially in, but not limited to, the security field; the development of institutional relationships; and key choices that lie ahead in regard to these critical arrangements.
