In 25 years, EU-China relations have come far, further than many could have imagined - but how much further can these relations be taken? Today, their bilateral relations are at a crossroads. China and Europe both decisively shape twenty-first century global politics. Successful cooperation between Europe and China continues, notably in climate change mitigation, or finding a way out of the financial crisis. Relations are also increasingly institutionalised, such as through Summits or High-Level Dialogues. However, although in 2013 the EU and China have celebrated the 10-year-anniversary of their Strategic Partnership, struggles have re-emerged, in relation to human rights, intervention in crisis regions such as Syria, and trade subsidisation and protectionism in areas such as the solar energy industry. Given this simultaneous presence of partnership and competition, this edited volume investigates if Sino-European relations have become what Henry Kissinger has termed a “co-evolution”: both China and Europe “pursue their domestic imperatives, cooperating where possible, and adjust their relations to minimize conflict”. The volume sheds light on four key areas of Europe-China relations: first, high politics and security relations; second, the European sovereign debt crisis; third, energy and environmental issues; and fourth, soft power and public diplomacy. As the volume is authored by Chinese and European early-stage scholars in equal numbers, it adds a balance of perspectives and a future-oriented outlook to the still-low but increasing number of works on Europe/EU-China relations.

How the United States and China can avoid future conflict and establish stable cooperative relations After forty years of largely cooperative Sino-U.S. relations, policymakers, politicians, and pundits on both sides of the Pacific see growing tensions between the United States and China. Some go so far as to predict a future of conflict, driven by the inevitable rivalry between an established and a rising power, and urge their leaders to prepare now for a future showdown. Others argue that the deep economic interdependence between the two countries and the many areas of shared interests will lead to more collaborative relations in the coming decades. In this book, James Steinberg and Michael O'Hanlon stake out a third, less deterministic position. They argue that there are powerful domestic and international factors, especially in the military and security realms, that could well push the bilateral relationship toward an arms race and confrontation, even though both sides will be far worse off if such a future comes to pass. They contend that this pessimistic scenario can be confidently avoided only if China and the United States adopt deliberate policies designed to address the security dilemma that besets the relationship between a rising and an established power. The authors propose a set of policy proposals to achieve a sustainable, relatively cooperative relationship between the two nations, based on the concept of providing mutual strategic reassurance in such key areas as nuclear weapons and missile defense, space and cyber operations, and military basing and deployments, while also demonstrating strategic resolve to protect vital national interests, including, in the case of the United States, its commitments to regional allies.

This book provides a comprehensive analysis of the Chinese-Russian bilateral relationship, grounded in a historical perspective, and discusses the implications of the burgeoning 'strategic partnership' between these two major powers for world order and global geopolitics. The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of 'mutual respect' and 'equality'. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. However, so far, China and Russia describe their relationship as a comprehensive 'strategic partnership', but they are not 'allies'.
