This publication is a guide for districts and schools moving toward a standards-based educational system. The information is based on a model developed in California. Chapter 1 explores the concepts and research underlying standards-based education. Chapter 2 guides the reader through standards, tests, and accountability measures. Developing a school-community culture to support the standards movement is the focus of chapter 3. Chapter 4 directly addresses the issue of classroom implementation. Strategies for creating a context for instruction and assessment are outlined in chapter 5. Chapter 6 presents an array of academic supports that high schools can implement to ensure students' opportunity to learn, institutionalize equity, and maximize student achievement. Chapter 7 presents ways to increase the bonds between students and the school. Chapter 8 presents the components of a family and community support system that helps all students master the standards. Chapter 9 focuses on the special needs of English language learners. Chapter 10 reviews the types of data schools can collect, the need for data disaggregation, approaches to data analysis, and strategies for using findings to continually improve schools. An appendix contains a reflection tool to determine a school's progress in implanting a standards-based system. A glossary as well as an extensive list of selected references are also included. The arts convey knowledge and meaning not learned through the study of other subjects. Study of the arts employs a form of thinking and a way of understanding based on human judgment, invention, and imagination. This publication represents a strong consensus on the skills, knowledge, and abilities in dance, music, theater, and visual arts that all students should be able to master at each grade levels, pre-kindergarten through grade twelve, in California public schools. The standards were built on the components of arts education contained in the "Visual and Performing Arts Framework for California," which was adopted in 1996. The strands and standards in this publication describe the content that students need to master by the end of each grade level or cluster of grades (grades 9 through 12 at the proficient and advanced levels). For each arts discipline the content standards are grouped under five visual and performing arts strands: artistic perception; creative expression; historical and cultural context; aesthetic valuing; and connections, relations, and applications. At each grade level, pre-kindergarten through grade eight, content standards are specified for each strand. For students in grades 9 through 12, the proficient level of achievement can be attained at the end of one year of high school study within an arts discipline after the student has attained the achievement level required of all students in grade eight. The publication is organized according to the four arts disciplines: dance, music, theater, and visual arts. A glossary of key terms is provided at the end of the standards for each of the arts. (BT)
