This paper examines the current Building Partner Capacity and Security Force Assistance capabilities and capacities within the United States Army as well as Department of Defense. This publication is the second in a series of lessons learned reports which examine how the U.S. government and Departments of Defense, State, and Justice carried out reconstruction programs in Afghanistan. In particular, the report analyzes security sector assistance (SSA) programs to create, train and advise the Afghan National Defense and Security Forces (ANDSF) between 2002 and 2016. This publication concludes that the effort to train the ANDSF needs to continue, and provides recommendations for the SSA programs to be improved, based on lessons learned from careful analysis of real reconstruction situations in Afghanistan. The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan. This book studies recent attempts to restructure maritime security sectors through capacity building. It innovates both theoretically and empirically. It proposes a new framework for understanding maritime capacity building, drawing on work in peacebuilding and security sector reform. The framework is then applied across empirical case studies from the Western Indian Ocean (WIO) region written by scholars from the Global South. The WIO region is a paradigmatic case to study maritime security and capacity building in action. Countries in the region face the full gamut of maritime security challenges, while their indigenous capacities to deal with these are often weak. In consequence, the region functions as an engine of innovation for maritime capacity building more widely. Modern warfare is becoming increasingly defined by distance. Today, many Western and non-Western states have shied away from deploying large numbers of their own troops to battlefields. The United States has sought to combat security threats in Africa principally by supporting partner governments, and security sector assistance (SSA) has been one of the primary tools it has used. Rigorous evaluations of the overall impact of SSA, however, have been extremely rare. A RAND Corporation study used statistical models to evaluate the impact that U.S.-provided SSA has had on political violence in Africa-in particular, the incidence of civil wars and insurgencies, terrorist attacks, and state repression. The authors found that SSA has had a mixed record. During the Cold War, SSA likely exacerbated instability, leading to a higher incidence of civil wars. During the post-Cold War era, it seems to have had little net effect, likely reflecting recipient-government failures to sustain the capabilities developed through SSA and to harness these capability gains to effective political-military strategies. When SSA has been implemented in conjunction with peacekeeping operations, however, it has had a consistently positive impact across a range of outcomes, including the likelihood of civil war recurrence, the incidence of terrorist attacks, and the extent of state repression. These findings have important implications for future U.S. policies in Africa and potentially beyond.
