Movements tell stories of oppression and liberation. They critique the power relations that exist. They offer alternative visions of the homeland they hope to build. This volume looks at the Moro and Cordillera movements as told in their own words. Within and among these movement organizations in the Philippines, their constructed identities and claims for demanding the right to self-determination differed and evolved over time. The author shows the significant intertextuality in the discourse of the Moro Islamic Liberation Front, which broke away from the Moro National Liberation Front. She traces the drift to heightened ethnonationalism in the case of the Cordillera Peoples’ Liberation Army when it split from the national democratic Cordillera People’s Democratic Front. She reflects on where these mobilizations are now, and the strands of discourses that have remained salient in current times.

This book synthesizes results from a 7-year programme of applied research on community-based approaches to natural resource management in Asia. By presenting field reports of innovative approaches to poverty reduction and sustainable resource use, it provides practitioners with models of ""good practice"" in participatory, community-based resource management, and it demonstrates how site-based research contributes to broader learning in the field of natural resource management and policy. There are 11 case studies featured, from some of the most marginal areas of rural China, Mongolia, Laos, V.

A new definition of capacity-building is evolving--one tha t is veering away from conventional ideas of organizational engineering . As it encompasses the broad environment or system in which social changes occur, capacitybuilding has become more complex, yet also more rewarding . Today, some of the buzzwords are empowerment, social capital, enabling environment. Moreover, culture, values and power rela tions that influence and motivate organizations and individuals are gaining more attention. There is respect and even appreciation now for informal patterns of personal and culture-bound organizational behavior- the unwritten rules of the game, so to speak. As well, there is the urge to complement, not replace, indigenous ha bits and practices. All of these are progressively coalescing into a body of concepts called capacity development.

Fifteen articles examine the range and diversity of efforts to decentralize decision-making and planning in the developing countries of Asia. There are two articles each--an overview paper and a field level account--for six Asian countries: India, China, Bangladesh, Nepal, the Philippines, and Sri Lanka. The contributors compare how each decentralized government functions in theory and in practice, and assess the extent to which the values of democracy and development have been promoted in each country. A source of perennial tension in states is the degree to which decision-making power and authority should be concentrated in central institutions and individuals. At present the conventional wisdom of central-local relations has swung in favour of decentralisation. This book investigates whether such convergence is taking place through detailed examination in Asia-Pacific. The results of the survey reveal a complex picture in which divergence is still evident in the region's patterns of central-local relations.
