Beyond the Barricades is an original study of government after the 1848 revolutions. It focuses on the state of Prussia, where a number of conservative ministers sought to learn lessons from their experiences of upheaval and introduce a wave of reform in the 1850s. Using extensive archival research, the work explores Prussia's entry into the constitutional age, charting initiatives to transform criminal justice, agriculture, industry, communications, urban life, and the press. Reform strengthened contact with the Prussian population, making this a classic episode of state-building, but Beyond the Barricades seeks to go further. It makes a case for taking notice of government activity at this particular juncture because the measures endorsed by conservative statesmen in the 1850s sought to remove the feudal intermediaries that had lingered long into the nineteenth century and replace them with an array of government institutions, legal regimes, and official practices. In sum, this book recasts the post-revolutionary decade as a period which saw the transition from an old to a new world, pivotal to the making of modern Prussia and ultimately, modern Germany.

Vol. II, pp. 316-321, "The 'Era of Libel'", discuss antisemitic polemical writings during the 1870s, accusing Jews of responsibility for the economic depression and the rampant financial deceit and embezzlement of that time. Mentions particularly the works of Otto Glagau, Franz Fürchtegott Perrot, and several conservative journals. They attacked Bismarck as being under the control of Jewish bankers. Vol. III, pp. 49-53, discuss the antisemitic political parties (particularly Adolf Stöcker's Christian Social Party and the Antisemitic Party) and the Reichstag elections of 1881. Notes the progress antisemitism had made in the upper circles of German society, and that Bismarck had no objection to antisemitism as long as it was used against his foes. Pp. 198-209, "Bismarck's Final Solution", discuss Bismarck's disappointment with the assimilation program begun in the 1870s, and the expulsion of thousands of alien Poles and Jews. The Prussian cabinet ordered strict immigration controls from May 1881. Between 1883-88, ca. 10,000 Jews (from a total of 44,000 aliens) were expelled. In 1886, the Reichstag censured Bismarck's government for this policy. The policy continued until Bismarck's dismissal in 1890.
