The world order built upon the Peace of Westphalia is faltering. State fragility or failure are endemic, with no fewer than one-third of the states in the United Nations earning a "high warning"-or worse-in the Fragile States Index, and an equal number suffering a decline in sustainability over the past decade.1 State weakness invites a range of illicit actors, including international terrorists, globally networked insurgents, and transnational criminal organizations (TCOs). The presence and operations of these entities keep states weak and incapable of effective governance, and limit the possibility of fruitful partnerships with the United States and its allies. Illicit organizations and their networks fuel corruption, eroding state legitimacy among the governed, and sowing doubt that the state is a genuine guardian of the public interest. These networks can penetrate the state, leading to state capture, and even criminal sovereignty.2 A growing number of weak and corrupt states is creating gaping holes in the global rule-based system of states that we depend on for our security and prosperity. Indeed, the chapters of this book suggest the emergence of a highly adaptive and parasitic alternative ecosystem, based on criminal commerce and extreme violence, with little regard for what we commonly conceive of as the public interest or the public good. The last 10 years have seen unprecedented growth in interactivity between and among a wide range of illicit networks, as well as the emergence of hybrid organizations that use methods characteristic of both terrorist and criminal groups. In a convergence of interests, terrorist organizations collaborate with cartels, and trafficking organizations collude with insurgents. International terrorist organizations, such as al-Qaeda and Hezbollah, engage energetically in transnational crime to raise funds for their operations. Prominent criminal organizations like Los Zetas in Mexico and D-Company in Pakistan have adopted the symbolic violence of terrorists-the propaganda of the deed-to secure their "turf." And networked insurgents, such as the Islamic State of Iraq and the Levant (ISIL), the Revolutionary Armed Forces of Colombia (FARC), and the Liberation Tigers of Tamil Eelam (LTTE), have adopted the techniques of both crime and terror.

This volume aims to document the most important worldwide accomplishments in converging knowledge and technology, including converging platforms, methods of convergence, societal implications, and governance in the last ten years. Convergence in knowledge, technology, and society is the accelerating, transformative interaction among seemingly distinct scientific disciplines, technologies, and communities to achieve mutual compatibility, synergism, and integration, and through this process to create added value for societal benefit. It is a movement that is recognized by scientists and thought leaders around the world as having the potential to provide far-reaching solutions to many of today’s complex knowledge, technology, and human development challenges. Four essential and interdependent convergence platforms of human activity are defined in the first part of this report: nanotechnology-biotechnology-information technology and cognitive science (“NBIC”) foundational tools; Earth-scale environmental systems; human-scale activities; and convergence methods for societal-scale activities. The report then presents the main implications of convergence for human physical potential, cognition and communication, productivity and societal outcomes, education and physical infrastructure, sustainability, and innovative and responsible governance. As a whole, the report presents a new model for convergence. To effectively take advantage of this potential, a proactive governance approach is suggested. The study identifies an international opportunity to develop and apply convergence for technological, economic, environmental, and societal benefits. The panel also suggests an opportunity in the United States for implementing a program aimed at focusing disparate R and D energies into a coherent activity - a "Societal Convergence Initiative”. This study received input from leading academic, industry, government, and NGO experts from the United States, Latin America, Europe, Asia, and Australia.

This book aims to provide a better understanding of convergence and non-convergence phenomena, such as divergence, from different theoretical perspectives. It brings together nine case studies that deal with contact between languages found in the Iberian Peninsula (Castilian, Catalan, Portuguese and Basque), between Spanish or Portuguese and another language (such as English), and between different varieties from Europe and other continents. The volume thus unites views from two fields that rarely interact: contact linguistics and dialectology. It discusses the mechanisms and consequences of language contact within the Ibero-Romance world, a geographical space characterised by a high rate of multilingual speakers and settings. The contributions deal with various combinations of convergence and divergence, for example between different varieties of the same language, language stability despite contact, as well as less studied aspects, such as the relation between language contact and second language acquisition, the linguistic landscape perspective of language contact, and divergence in linguistic identity construction.

Driven by the fascination about dramatic structural and competitive changes within telecommunication and information technology in dustries during the past decade, the convergence phenomenon has increasingly gained my personal attention throughout my work and studies. Beyond Interdisciplinarity examines the broadening meaning of core concept across academic disciplines and other forms of knowledge. In this book, Associate Editor of The Oxford Handbook of Interdisciplinarity and internationally recognized scholar Julie Thompson Klein depicts the heterogeneity and boundary work of inter- and trans-disciplinarity in a conceptual framework based on an ecology of spatializing practices in transaction spaces, including trading zones and communities of practice. The book includes both crossdisciplinary work (encompassing multi-, inter-, and trans-disciplinary forms) as well as cross-sector work (spanning disciplines, fields, professions, government and industry, and communities). The first section of the book defines and explains boundary work, discourses of interdisciplinarity, and the nature of interdisciplinary fields. In the second section, Klein examines dynamics of working across disciplines, including communication, collaboration, and learning with concrete examples and lessons from research projects and programs that transcend traditional fields. The closing chapter examines reasons for failure and success then presents gateways to literature and other resources. Throughout the book, Klein emphasizes the roles of contextualization and historical change while factoring in the shifting relationship of disciplinarity and interdisciplinarity, ascendancy of transdisciplinarity, and intersections with other constructs including Mode 2 knowledge production, convergence, team science, and postdisciplinarity. The conceptual framework she provides also includes the role of boundary objects, agents, and organizations in brokering differences and creating for platforms for change. Klein further explains why translation, interlanguage, and a communication boundary space are vital to achieving intersubjectivity and collective identity. They foster not only pragmatics of negotiation and integration but also reflexivity, transactivity, and co-production of knowledge with stakeholders beyond the academy. Rhetorics of holism and synthesis compete with instrumentalities of problem solving and transgressive critiques. However, typical warrants today include complexity, contextualization, collaboration, and socially-robust knowledge. Crossing boundaries remains complex, but this book guides readers through the density of pertinent literature while expanding understandings of crossdisciplinary and cross-sector work.

The purpose of this collection is to guide the non-specialist through the basic theory of various generalizations of topology, starting with clear motivations for their introduction. Convergence of the life sciences with fields including physical, chemical, mathematical, computational, engineering, and social sciences is a key strategy to tackle complex challenges and achieve new and innovative solutions. However, institutions face a lack of guidance on how to establish effective programs, what challenges they are likely to encounter, and what strategies other organizations have used to address the issues that arise. This advice is needed to harness the excitement generated by the concept of convergence and channel it into the policies, structures, and networks that will enable it to realize its goals. Convergence investigates examples of organizations that have established mechanisms to support convergent research. This report discusses details of current programs, how organizations have chosen to measure success, and what has worked and not worked in varied settings. The report summarizes the lessons learned and provides organizations with strategies to tackle practical needs and implementation challenges in areas such as infrastructure, student education and training, faculty advancement, and inter-institutional partnerships.
