From the Pulitzer Prize–winning author: “The story of L.A.’s dirtiest cop . . . A riveting glimpse of the dark side of human behavior” (Flint Journal). Bill Leasure was among the least ambitious officers ever to wear the badge for the Los Angeles Police Department. He was content to work the traffic beat and only rarely gave out tickets. He also ran scams that netted him countless riches, from stealing yachts to collecting guns and cars. And he further enriched himself by setting up a murder-for-hire ring. Was he in it for the thrills? Was he a cop playing both sides of the law for the fun of it? Pulitzer Prize–winning journalist Edward Humes explores the lies and psychopathy that enabled Bill Leasure to fool even the most savvy of city prosecutors, his own wife. “Rife with vivid description. Disturbing.” —The Miami Herald “Fascinating . . . A superbly crafted chronicle of one of the most complex, enigmatic criminals in memory. Far stronger and more compelling than most crime fiction.” —Kirkus Reviews “Excellent . . . Authoritative, impeccably documented and disturbing.” —The Orange County Register “Painstaking research and hair-trigger pacing.” —Publishers Weekly

Balancing the Badge to Make a Difference is a holistic approach toward balancing a law enforcement career with a purpose-driven retirement. Balancing the Badge to Make a Difference is based on a relationship with God and family, and a solid financial plan. Jim's passion for creating the Balancing the Badge concept and writing this book began while working alongside peace officers and providing financial services to them. He quickly recognized the importance of Balancing the Badge to provide financial information for officers to plan for retirement and also for developing a purpose-driven retirement to keep retirees motivated, healthy, productive, and most importantly, happy in retirement. Research for this book includes more than 36 years of police experience as an officer and a manager, providing financial services to officers and the public for over 20 years, raising a family, his relationship to God, teaching financial planning and life planning for over seven years to officers and cadets, and conducting extensive interviews with law enforcement professionals regarding their life goals during their career and into retirement. The goal for this book is about transforming law enforcement personnel to embrace the concept of Balancing the Badge because a purpose-driven retirement is critical for law enforcement survival. The objective of this book is to provide the tools to cross the bridge from achieving financial wealth, to also achieving life wealth. Building a life portfolio is as important as building a financial portfolio. This is a must-read book for all officers at any stage of their career including retirees that wish to live a life worth living. This book can easily by applied to all other careers as well. Reviews include: "Jim's classes were valuable to both me and my wife as we planned for our retirement. It caused us to have realistic goals and expectations and to formulate a plan to keep everything in line with God's plan for our lives, as well as meeting our financial goals." - Eric Fagan, Houston Police Officer (retired). "Jim has an enormous heart and unyielding energy to help officers and anyone in need to live a life worth living. Jim's vast police experience and extensive financial experience coupled with his faith and charity work guide him to help others live a balanced life. This book is a must read for all law enforcement personnel at any stage of their career, including retirees. I also recommend this book to anyone searching for their purpose." - James Bollig, Houston Police Sergeant (retired) & Army Veteran. "Balancing the Badge is a great 'How To' book on achieving Financial Freedom as well as genuine freedom. Everyone wants to be successful financially, but most of us never attain it. The reason is because we either don't know how or are not willing to do what it takes. This book gives you the knowledge and the motivation. Remove the handcuffs and start living a life free from bondage. Thank you, Lt Jim, for writing this book!" - Terry Farrar, CFP. "The value of a plan integrating the priorities of career, finances, family, and spiritual well-being cannot be understated. This book provides a road map in establishing your long-term plan to achieve personal success, happiness and financial security, geared specifically to law enforcement." - Dan Murphy, Inspector, NYPD (retired).

Contents Chapter 1 The Journey begins Chapter 2 Food work Chapter 3 BIMO Training Chapter 4 BIMO Inspections Chapter 5 International BIMO Inspections Chapter 6 Official-Action-Indicated (OAI) Work Chapter 7 Electronic-Records Review Chapter 8 Regional/District Management Issues Preface A few years ago, I put together a collection of my thoughts regarding the US FDA and my personal experiences over 13 years as a field investigator in Texas. Since then I have had the opportunity to experience a world of new opportunities as a consultant, so I thought it was time to revisit the Bubblegum Badge world. Along with a few colleagues, I have added several new sections and have tightened up some of the language and phrasing. It is, as with everything in life, still a work in progress. As I said in the first edition of this book, I dont intend this book to be either a roasting or a toasting. I hope what it will do is provide a glimpse of what the FDA does well, and what it needs to improve on (as evidenced by audit reports from the Health and Human Services [HHS] Office of Inspector General [OIG]). The name Bubble Gum Badge, by no means suggests a weak or ineffective organization, rather, it is something my friend from the Imports Division stated during a happy hour we were at in 1999. He put it this way: If you think that gold FDA badge is going to get you out of trouble, son, you are wrong! Its a Bubble Gum Badge and is more trouble than you have ever known. Thankfully, I did not get into any real trouble as a young man with a great responsibility to protect and serve. There are many ways to keep harmful products from the US market, and some of which take longer than the proverbial slow boat to China. I was a frontline grunt out in the field, conducting the FDA business of the day. Those twelve years and eight months were some of the most challenging and rewarding moments any one person could ask for. When you sit down to eat today or see your family member take their medications or go into surgery, you can rest assured that at least one of the FDAs finest had at some point in the products life cycle taken a look to see if it passed inspection. FDA does the work that is most taken for granted and expected as a given by the US public. Your tax dollars were always hard at work when I was on the job, even though it may not have always appeared that way. I would like to thank the FDA for taking me around the world and giving me the best training anyone can ask for in this quality assurance (QA) business (on-the-job training). FDA needs your help and more regulatory authority for biologics, drugs, and devices. Only Congress can grant more FDA authority, and budget battles seem to be the mainstay. Most of the information I reference comes from the public domain site www.fda.gov. The FDAs mission is too important not to be modernized, supported, and innovated. FDA falling behind in modernization would mean lives at risk globally. The oversight of our global health market is waiting. If you want it and qualify, your official gold FDA badge is waiting for you. FDA has mine in a vault next to my government international passport (I have my old decommissioned one). Anyone reading this book can be an FDA Consumer-safety officer (CSO)/investigator. Trust me when I say sixty semester hours of accredited college science and some luck on the computer lottery (usaJobs.opm.gov) and youre in. I would suggest higher than a Bachelor of Science education for entry into bioresearch monitoring. As an ex-FDA recruiter and mentor to many new hire FDA field investigators, I would say a graduate degree or higher also assures your entry to drug and device program field work. So, take a look behind the kitchen, Pharmacy, and hospital operation-room doors with me. Thank you, global health providers and professionals (all of you)! Thank you, health-care receivers, all of you; without you, there would be no need for health-care products. I think that includes everyone in the world! Thank you for your time and for coming along to take a microscopic view into one of the most unsung agencies. FDA has very little glitz or glamour and I hope you find something you find interesting in this book.

For nearly 40 years, Jim Simone patrolled Cleveland's 2nd District, a drug-plagued area with one of the highest violent crime rates in the U.S. Nicknamed "Supercop," Simone generated headlines and public interest on a scale not seen since Eliot Ness searched for Cleveland's "Torso Murderer" in the 1930s. Simone entered police work after serving in Vietnam with the 101st Airborne, where he earned two bronze stars and two purple hearts. As a cop, he never shied from danger. He was involved in numerous gun battles, and killed five people in the line of duty (all ruled justifiable). Notoriously equitable as a cop, Simone was more interested in doing the right thing than honoring the "blue code." Badge 387 recounts the brave exploits that earned Simone hundreds of commendations. In 1983, while searching a church basement for a gunman, he was shot in the face. Despite his wounds, he managed to shoot his assailant, saving himself and two other cops. And in 2009, he plunged into a frigid river to save a woman. Simone was Cleveland's "Patrolmen of the Year" in 1980 and 2009, the only officer in the city's history to receive the award twice.

There's so much more to a police officer's badge that all first responders wear. But that's what the world sees. What's behind and beyond that badge is what people need to know-the person. Those behind the badge may wear a different uniform, but they too have families and love their communities. Each one faces all that life has to offer.
