The provision of advanced telecommunication networks is increasingly pivotal in determining an economy's perfomance. This study examines the importance of these networks within the EU and questions their role in promoting economic regeneration and renewal in Europe. Examining the nature of telecommunication networks and the rationale for the development of trans-European networks, the study explores the features networks need to exhibit if they are to complement the broad themes of Europe's industrial policy, and demonstrated the economic importance of advanced telecommunications to business. The final chapters of the volume offer an analysis of the technology associated with the three chosen priorities of the EU in the development of advanced telecommunication infrastructure: the Integrated Digital Network (ISDN); and the development of telematic network; the development of broadband networks.

Global Communications: Opportunities for Trade and Aid examines the question of how telecommunication related aid policies might be designed to support both United States trade and foreign aid goals. Communication and information technologies are particularly well suited in this regard. These technologies are of critical importance in today's knowledge based global economy. Not only do they provide the networked infrastructure on which global businesses will increasingly take place; they also constitute one of the fastest growing sectors of world trade and investment. There is already mounting evidence and a growing appreciation of the positive role that information and communication technologies can play in supporting economic development. By targeting poor and underserved areas, telecommunication based aid programs have the potential to enhance U.S. trade opportunities in developing countries, and promote competition and telecommunications regulatory reform, while at the same time providing for the communities and people most in need. To lay the groundwork for developing an effective telecommunications related aid strategy, the report examines the likely scenarios for the deployment of communication and information technologies in support of global trade; identifies the policy issues, market failures, and regulatory barriers that need to be overcome; and identifies and analyzes telecommunications-related foreign aid strategies that the federal government might pursue to address these problems.

This volume constitutes the proceedings of the Second International Conference on Intelligence in Broadband Services and Networks (IS&N '94), held in Aachen, Germany in September 1994. The book addresses the design of telecommunication services in the rapidly changing technological and regulatory environment. The 47 revised papers presented in the volume reflect work done under the CEC RACE project "Intelligence in Services and Networks" as well as individual research done independently. The volume is organized in 11 chapters, all introduced by surveys by the session chairpersons. Among the topics covered are: the context of IS&N, user interfaces, component models and service creation, TMN implementation, service management, and beyond IN.
