This document was prepared within the framework of the FAO’s Strategic Objective 1 (SO1): Help eliminate hunger, food insecurity and malnutrition. This document served as a background paper to present the status of policy mainstreaming and policy research for the improvement of policy development in aquaculture in support of food security, nutrition and poverty eradication. The document was presented in various African fora and received the validation of the stakeholders for its publication as part of policy research. Specifically, the paper was presented and included the inputs from the Consultative Meeting on Aquaculture Policy Development in Addis Ababa, Ethiopia, from 3 to 4 December 2018, 37th SADC Fisheries and Aquaculture technical meeting in Windhoek and the Consultative meeting on “improving policy development in aquaculture in support of food security, nutrition and poverty eradication” held in Kigali, Rwanda, from 10 to 14 June 2019. This research report includes recommendations by the stakholders to guide the mainstreaming of fisheries and aquaculture within wider policy frameworks, for the formulation and implementation of technical programmes for enhanced food security and nutrition at country and regional level in Africa.

The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) represent the first ever international instrument dedicated to small-scale fisheries. They represent a global consensus on principles and guidance for small-scale fisheries governance and development. They were developed for small-scale fisheries in close collaboration with representatives of small-scale fisheries organizations in a participatory process between 2011-13, involving over 4000 stakeholders; facilitated by FAO, based on a mandate by COFI. They are directed at all those involved in the sector and intend to guide and encourage governments, fishing communities and other stakeholders to work together and ensure secure and sustainable small-scale fisheries for the benefit of small-scale fishers, fish workers and their communities as well as for society at large.

The analysis made of the effectiveness of national fishery and aquaculture policies and strategies in ECOWAS Member States and Mauritania has shown overall that their implementation faces with problems related to the low level of domestic funding allocated. This is compounded by their heavy dependence on external financing through TFP programmes and projects in which the objectives are not always aligned with those of national policies. Thus, the attractiveness of the sector will have to be improved by establishing a much more favourable environment for private sector investment in fisheries and aquaculture, given the substantial investment gaps highlighted by the financial analysis of the various national fishery and aquaculture investment plans. The sector’s share in the State budget is also expected to increase, as it does not reflect the importance accorded to the sector in national development policy and strategic planning documents. This meagre budgetary appropriation is one of the main factors making policies in West Africa less effective. Moreover, despite the efforts of Member States, the fisheries and aquaculture sector still faces challenges such as weak participatory governance, low human and technical capacity, persistent IUU fishing, low levels of aquaculture production, high post-harvest losses, etc., which detract from the sector’s contribution to the FNS among the different populations, especially in marine and river coastal communities.

Indonesian Sea Large Marine Ecosystem (ISLME) Project of “Enabling Transboundary cooperation for sustainable management of the Indonesia Seas” is a Project of GEF/FAO cooperation with Indonesia and Timor Leste to strengthen regional cooperation and support the effective and sustainable management of ISLME area. The implementation of ISLME project has been designed to improve fisheries resource management, in four Fisheries Management Areas (FMA or FMA) of Indonesia that are FMANRI 712, 713, 714 and 573 and the coast of Timor Leste bordered to Indonesia waters. There are three components of the project namely: 1) Identifying and addressing threats to the marine environment including unsustainable fisheries; 2) Strengthening capacity for regional and sub-regional cooperation in marine resources management; and 3) Coordination with regional information networks, monitoring of project impacts, and dissemination and exchange of information. According to ISLME Project Document (GCF/RAS/289/GFF), through an important process under component 2, the project are piloted at seven sites, four of them will be in Indonesia (FMA 712, 713, 714, and 573) and two in Timor-Leste and one in transboundary area. An intensive consultative processes have been conducted in national level, particularly with Directorate of Fisheries Resources Management, Ministry of Marine Affairs and Fisheries, and others related institution (e.g. DG of Aquaculture, Marine Spatial Planning and Management, Surveillance), and in the 7 provinces (Banten, West Java, Central Java, East Java, West Nusa Tenggara, East Nusa Tenggara and East Kalimantan) related to 5 priorities group of fishery, i.e. blue swimming crab, snappers and groupers, small pelagic fish, lobsters, and mud crab.
