"Professor Allan's important new work aims to remove much of the confusion surrounding the issue of water in the Middle East. As well as explaining the particular issues of conflict in the region, he argues that the answer to these problems lies at a global rather than a local level. The national water policies (political as well as economic) of Middle East states can only be properly understood at an international level. And it is from this vantage point that solutions - from rendering water globally available to addressing the environmental issues to do with its use - must be found."--BOOK JACKET.

Water is one of the most important and potentially explosive issues in modern Middle East politics. It is an issue arguably far more significant to the region than oil. It has dogged relations between Middle East societies for centuries if not millennia and will continue to do so long after oil has ceased to hold sway. The editors of this book have brought together an impressive team of experts to examine all aspects of the water question. These include international law, shari'a, customs and water rights, international politics, the role of the World Bank, water management, the environment and pollution, commercial issues and investment in water, engineering and technology.

Despite massive infrastructure investments, countries in the Middle East and North Africa (MENA) region continue to face unprecedented water scarcity due to climate change, population growth, and socioeconomic development. Current policy regimes for managing water across competing needs are primarily determined by state control of large infrastructure. Policy makers across the region understand the unsustainability of water allocations and that increasing investments in new infrastructure and technologies to increase water supply place a growing financial burden on governments. However, standard solutions for demand management—reallocating water to higher value uses, reducing waste, and increasing tariffs—pose difficult political dilemmas that, more often than not, are left unresolved. Without institutional reform, the region will likely remain in water distress even with increased financing for water sector infrastructure. The Economics of Water Scarcity in the Middle East and North Africa: Institutional Solutions confronts the persistence and severity of water scarcity in MENA. The report draws on the tools of public economics to address two crucial challenges facing states in MENA: lack of legitimacy and trust. Evidence from the World Values Survey shows that people in the region believe that a key role of government is to keep prices down and that governments are reluctant to raise tariffs because of the risk of widespread protests. Instead of avoiding the “politically sensitive†? issue of water scarcity, this report argues that reform leaders and their external partners can reform national water institutions and draw on local political contestation to establish a new social contract. The crisis and emotive power of water in the region can be used to bolster legitimacy and trust and build a sustainable, inclusive, thriving economy that is resilient to climate change.

The Middle East is a region of international concern and political unrest. This book forms a complete reference to both the hydrological as well as the social, economic, political and legal issues in the region and shows how water shortages threaten the renewal of military conflicts and disruption in the area. With resources over-extended due to natural and human causes, the book analyses the river basins of the Euphrates, Tigris, Nile and Jordan and provides detailed study of the hydrology, hydrography and geography of these river basins; it also analyses the needs of the economies and societies of the countries bordering these basins. Conclusions on likely areas of conflict are set within the legal framework of the Helsinki and International Law Commission Rules.

Francesca de Chatel explores the problems and paradoxes of water resources in the Middle East and North Africa. She takes an entirely new angle on the much-discussed question of water scarcity by examining the history and culture of water from a human perspective. Unlike other books on the subject that provide specialized geopolitical, economic, and hydrological analyses, this book presents the reality of water scarcity through the eyes of those confronting the problem on a daily basis. The author provides a colorful and diverse portrait of a resource that is inextricably entwined with the history and future of the region and its peoples. Using research obtained in her travels, she combines lively character sketches, interviews, travel descriptions, historical anecdotes, and hard facts to reveal the complexity of this invaluable resource. Besides identifying the causes of the current water crisis, the book also discusses the reason for a lack of awareness among the general public, and deals with a variety of themes: the role of water in religions and ideologies, the impact of large-scale water projects on people's perception of the resource, and the politics of water pricing. In exploring the past, present, and future of water in the region, de Chatel exposes the roots of the current water crisis.

Will the flames of war in the Middle East be fanned or quenched by water? This is the central question addressed by this unusually forthright book. It is a question that is becoming increasingly pertinent and pressing -- especially in the climatically parched and political volatile realities of the region. Leaders across the Middle East -- including those considered to be among the most moderate -- have warned that water, more than any other issue, is liable to drive their countries to war. The book provides sobering analyses of Israel's water predicament and of the hydro-political implications for the country, particularly in the light of recent developments in the peace process.
