Do regional approaches to affordable housing actually result in housing production and, if so, how? Regional Approaches to Affordable Housing answers these critical questions and more. Evaluating 23 programs across the nation, the report begins by tracing the history of regional housing planning in the U.S. and defining contemporary big picture issues on housing affordability. It examines fair-share regional housing planning in three states and one metropolitan area, and follows with an appraisal of regional housing trust funds--a new phenomenon. Also assessed are an incentive program in the Twin Cities region and affordable housing appeals statutes in Massachusetts, Rhode Island, and Connecticut. The study looks at recent private-sector initiatives to promote affordable housing production in the San Francisco Bay area and Chicago. A concluding chapter proposes a set of best and second-best practices. Supplementing the report are appendices containing an extensive annotated bibliography, a research note on housing need forecasting and fair-share allocation formulas, a complete list of state enabling legislation authorizing local housing planning, and two model state acts.

The classic social history of the Great English Agricultural Uprising of 1839 by two of the greatest historians of our age. In our increasingly mechanized age, the Swing revolts are a timely record of the relationship between technological advance, labour and poverty. With the onset of the Industrial Revolution, capitalism swept from the cities into the countryside, and tensions mounted between agricultural workers and employers. From 1830 on, a series of revolts, known as the ‘Swing’ shook England to its core. Landowners wanting to make their land more profitable started to use machinery to harvest crops, causing widespread misery among rural communities. Captain Swing reveals the background to that upheaval, from its rise to its fall, and shines a light on the people who tried to change the world and save their livelihoods.

URBAN WATER INFRASTRUCTURE NATO ADVANCED RESEARCH WORKSHOP SUMMARY 22-27 JUNE 1989 KYLE E SCHILLING P E Workshop Director The Workshop was based on the recognition that all NATO countries are concerned with similar water infrastructure issues. Present problems are aggravated by aging and neglected facilities, by inadequate financing and by water management institutions reflecting the needs of an earlier era. Service needs to be provided for expanding populations, at the same time that corrective measures must be taken for decaying older urban centers, resulting both from neglect and expiring service life. These needs exist within the framewode of other competing and conflicting uses for existing and yet to be developed water sources. The problems have generated some highly visible national debates over financing due to the large sums involved. Despite differences in the age of the North American, European and other societies, the technological ages of water supply and storm water systems are much the same and provide a common denominator in the worldwide trend to urbanization. Examination of approaches to urban water management also indicates that they are generally based on past experience and institutions created in a non-urban era. The physical, financial and institutional alternatives are consequently often out-of-step with current urban environment. Historically, the supply of adequate water and efficient storm water management have also been top priority items with water quality and other aspects of environmental protection assuming a lower priority after basic supply needs have been met.

This collection presents 'snap-shots' of trade in specific commodities, alongside chapters covering the region. This book fills a particular gap in the literature on intra-Asian trade prior to the 20th century, and makes a considerable contribution to our knowledge of the Asian trade.
