Excerpt from Annual Report of the Social Security Administration Submitted to the Congress by the Department of Health, Education, and Welfare The Social Security Administration has the honor of transmitting its annual report for the fiscal year ended June 30, 1947, for sub mission to the Congress as required by section 7 04 of the Social Security Act. This is the first report of the Social Security Administration since its establishment by the Federal Security Administrator in July 1946, pursuant to the President's Reorganization Plan N o. 2. It is also the first report to cover developments in all programs now operating under the Social Security Act and to include the research and re porting functions oi the Children's Bureau under the act creating that Bureau. The following pages outline accomplishments during the year and recommendations for improving the existing provisions, made in accordance Withthe statutory mandate under section 702 of the Social Security Act for studying and making recommendations as to the most effective methods of providing economic security through social insurance, and as to legislation and matters of administrative policy in this and related fields.
