Excerpt from Ninth Annual Report of the Local Government Board for Scotland, 1903 It is found that 1800 or per cent. Of these Children were placed with relatives, and 4395 or per cent. Were under the care of strangers. The total number of Children separated from their parents by action of the Parish Council or of law was 2920. Fully 11 per cent. Of the Poor relieved chargeable to Scotland were natives of England and Ireland, the total of that class at 15th May being of whom 9697 were born in Ireland.
