This Selected Issues Paper focuses on the Heritage and Stabilization Fund (HSF) and development in the energy sector in Trinidad and Tobago. The HSF, established in 2007, is an important national asset, which has broad-based political and social support. The HSF has developed a strong record since its creation. The success of industrial agriculture and the green revolution in recent decades has often masked by significant externalities, affecting natural resources and human health as well as agriculture itself. Environmental and health problems associated with agriculture have been increasingly well documented, but it is only recently that the scale of the costs has attracted the attention of planners and scientists. Increasing consciousness about conservation of environment as well as of health hazards caused by agrochemicals has brought a major shift in consumer preference towards food quality. This timely book is a one stop resource for agriculturists, planners, policy makers and other stakeholders who are involved in organic cultivation. The findings emanated from this study would be helpful for Ministry of Agriculture, organic producers, organic input users and other associations involved in organic produce supply-chains in the country.

How do governments in Africa make decisions about language? What does language have to do with state-building, and what impact might it have on democracy? This manuscript provides a longue durée explanation for policies toward language in Africa, taking the reader through colonial, independence, and contemporary periods. It explains the growing trend toward the use of multiple languages in education as a result of new opportunities and incentives. The opportunities incorporate ideational relationships with former colonizers as well as the work of language NGOs on the ground. The incentives relate to the current requirements of democratic institutions, and the strategies leaders devise to win elections within these constraints. By contrasting the environment faced by African leaders with that faced by European state-builders, it explains the weakness of education and limited spread of standard languages on the continent. The work combines constructivist understanding about changing preferences with realist insights about the strategies leaders employ to maintain power.
