This synthesis will be of interest to state and local highway personnel who are responsible for the design, construction, and maintenance of road surfaces and to railroad personnel with similar responsibilities associated with highway-rail grade crossings. It will also be of interest to manufacturers and suppliers of pavement and track materials for crossings. It presents information on the current practices related to highway-rail grade crossing surfaces, including the design and selection of crossing surface materials. This report of the Transportation Research Board describes the various types of highway- rail crossing surfaces, and the issues related to design, operation, and maintenance. Design elements include intersection geometry; drainage; special users, such as bicyclists; and descriptions of failures and their causes. Information is presented on crossing material selection factors, including life-cycle costs and on state practices in selection. Funding issues are also discussed.

Four-quadrant gate warning systems have been devised to enhance safety at highway-railroad grade crossings. The use of four gates instead of two provides a "closed" system that reduces the opportunity for motorists to enter the crossing zone improperly by weaving around the gates. It is clearly necessary to provide adequate time for all vehicles to clear the track area. However, if the exit gate descent is delayed longer than necessary, the crossing will remain open to violations and the purpose of the four-quadrant system will be defeated. There is a tradeoff between the two possible hazards created by exit gate delay times that are too short or too long. Ideally, an optimal value that would minimize the total hazard should be sought. A timing and analysis model was developed as a product of the research study described in this report. The model is based on the rationale that the timing must accommodate the "foreseeable worst-case scenario", which is defined by the combination of circumstances that will leave a vehicle exposed within the crossing zone for the longest time.

This research was conducted to assess innovative and practical solutions for pedestrian grade crossing treatments, to make recommendations and guidelines for future upgrade projects, and to identify additional research for pedestrian treatments for which safety benefit analyses have not been conducted or are not understood. In addition to researching publicly available information of use of pedestrian grade crossing treatments, an outreach effort was made to each commuter and intercity passenger railroad within the United States. Amtrak, Caltrain, Capital Metro, Coaster, Metrolink, New Jersey Transit, and Long Island Railroad responded and shared some of their solutions to pedestrian safety at railroad grade crossings. Their solutions include inter-track fencing, pedestrian gates, swing gates, channelization, and detectable warnings, as well as other devices (audible warnings, etc.) that are not the focus of this research

"Railroad grade crossings are potential conflict points and pose a risk for all travelers. The degree of the risk depends on many factors such as volume train, volume of vehicles, speed of trains and vehicles, geometry of the crossing, etc. To assess the safety and risk of RR crossings, one may utilize aggregated data for the entire state or the country. Even though analysis of the aggregated data may be useful in establishing correlation among important variables, it might not be very useful for assessing the safety and risk for a given RR crossing. It is proposed to conduct a micro-level analysis to determine the risk of crashes at a given location (or a set of similar locations). The crash risk at a given crossing may depend on past crash history at that location, as well as the relation amount different elements that affect traffic safety at RR crossings. At the micro-level analysis one considers the uniqueness of each crossing and develops a risk factor for such crossings. Then, the safety and risk at system level is determined based on these individual safety and risk assessments. Phase one of this study is near completion and phase two will focus on safety and risk of accident at railroad crossing."--

This Technology Sharing Report sets forth pertinent information on currently available types of grade crossing surfaces as an aid in choosing physically and economically suitable surfaces for individual crossing or groups of crossing to be installed or improved. Trade names and manufacturers' identification are solely for convenience of the user and not endorsements by DOT. Crossing surface products from 22 suppliers and soil stabilization fabrics from 12 manufacturers are discussed.

HIGHWAY-RAIL GRADE CROSSING IDENTIFICATION AND PRIORITIZING MODEL DEVELOPMENT Highway-Rail Grade Crossing Identification and Prioritizing Model Development develops an optimization model and heuristic. This seminal work expertly allocates monetary resources between public highway-rail grade crossings in the State of Tennessee. Highway-Rail Grade Crossing Identification and Prioritizing Model Development applies particular countermeasures. These countermeasures aim to decrease the total number of severe to fatal road accidents with respect to budget available.
