"This is a public lecture to commemorate the 16th Anniversary of the "Scientific Revival Day for Africa", organized by the African Technology Policy Studies (ATPS) Network. A recapitulation of the evolution of Nigeria's Science and Technology (S & T) Policy is presented, in order to highlight certain hot issues arising from where we are coming, where we are, and where we should be going. These hot issues are linked with the priorities arising from the August/September 2002 World Summit on Sustainable Development (WSSD) at Johannesburg, South Africa vis-à-vis Nigeria's expected leadership role in the implementation of the New Partnership for Africa's Development (NEPAD). Beyond precepts, a specific example is given of a strategic partnership initiative whose time has come, namely, a new (submerged arc) technology (for sewage recycling) and an eliminator technology (for conversion of the sewage waste into a novel non-polluting fuel called Santilli magnegas) which could make considerable impact on a myriad of African problems in the areas of ecology, environment, health, portable [i.e. potable] water and energy."--Page v.
