Thomas W?lde is the Professor of International Economic, Natural Resources and Energy Law and was (until 2001) the Executive Director of CEPMLP/Dundee. He currently runs TWA, his private consultancy firm, which provides advisory services in natural resources and energy law, regulatory reform, investment promotion, state enterprise/agency appraisal and restructuring, privatisation, contract assessment, negotiation and dispute management. This book presents a novel and cutting-edge interpretation of the evolving political economy of the Americas. Through a combination of qualitative research and theory, it considers the reconstruction of American-led hegemony in the Americas since the 1982 debt crisis and presents an examination of the new Pax Americana. Drawing on the Gramscian concept of hegemony as understood by Robert Cox and Henri Lefebvre, this book argues that since the 1982 debt crisis there has been a reconstruction of American-led hegemony under the signature of neo-liberalism and that it has taken place in the last four ten-year developmental planning stages, ‘market reforms’ in the 1980s, ‘good governance’ in the 1990s, ‘poverty reduction’ in the new millennium and, currently, the ‘disembedding of security’. Each "evolutionary stage" was constructed to secure the continuing motion of capitalist accumulation on a world scale. Moving from the global to the local scale, the book includes two detailed case studies on mining extraction in Bolivia to show how subaltern groups actually experienced and negotiated the transition from the old to the new Pax Americanas at the level of everyday life and what conflicts arose. The book ends with a chapter on President Evo Morales and the re-foundation of Bolivia as an indigenous nation. The Political Economy of Space in the Americas will be of interest to students and scholars of political economy and Latin American politics.

The Roles of International Law in Development provides an in-depth analysis of the relationship between public international law and development. Unlike the existing body of literature on public international law, this book investigates how international law and development interact, and evaluates how significant a role international law plays in development. Bringing together a collection of perspectives from contributors working across multiple development fields, the chapters explore the relevance and applicability of international law to particular sectors and issues implicated in development activities. They analyse how international law rules and processes can influence procedural and substantive aspects of development policies as these regulate various forms of financial support, trade, technical assistance, and policy dialogue. South Asia has made much progress in deregulation and liberalization in the 1990s, but it still remains one of the least integrated regions in the world. However, this general trend masks wide disparities among South Asian nations: the larger economies tend to be more highly protected, with low import penetration rates, while the smaller economies are relatively more open. If the current reform program continues, the benefits of liberalization will translate into higher growth. This report reviews the regions economic performance from an international perspective and the steps taken to increase integration, especially in terms of financial integration (increased foreign direct investment, portfolio and capital flows) and regional integration (intra-regional trade, regional arrangements). Chapters also discuss the economic outlook for the region and prospects for South Asian exports such as textiles and clothing.

This study examines the impact of paddy irrigation investments, operations, and maintenance in Myanmar, Thailand, and Vietnam, as well as the conclusions of a performance audit of flood control schemes at three sites in Bangladesh. Findings from the review contradict the dominant model for government-operated, gravity-fed irrigation schemes in the humid tropics. The irrigation schemes are performing less well than expected at appraisal, mainly because of falling paddy prices, overoptimism about the crop area served, and project design faults. Results emphasize the value of co-production, involving pragmatic approaches to operation and maintenance under which public irrigation agencies, local authorities, and farmers work together to address specific problems and strengthen appropriate incentives.

The collaborative efforts of ColombiaA's Department of National Planning (DNP) and the World Bank has produced the National Evaluation System of Public Sector Performance (SYNERGY).
