United States Air Force career field managers (CFMs) annually predict the number of billet vacancies that will require an officer who holds an advanced academic degree (AAD), and submit these requirements to the Air Force Education Requirements Board to fill the projected vacancies. The process requires CFMs to predict specific vacancies three to five years before they occur, which can be difficult and produces inaccuracies that can lead to a shortfall of officers qualified to fill positions that require an AAD or to an oversupply of officers with AADs, which unnecessarily increases Air Force costs. This report examines the Air Force process for producing, allocating, and assigning officers with master's and doctorate degrees. The authors find that a relatively low percentage of officers with master's or doctorate degrees were matched to a billet that requires that degree and academic specialty in fiscal years 2000 through 2010. The authors provide a methodology for determining the required production level of officers who earn AADs, and this report serves as a user's guide for the modeling tools that illustrate the methodology.

The purpose of the research was to determine if the present Advanced Academic Degree Management System provides an adequate method of identifying and establishing advanced academic degree requirements needed to accomplish the Air Force mission. Two specific objectives were identified: determine if the current AADMS provides only valid AAD requirements; and provide the AADMS with an objective test to establish valid AAD requirements, thereby improving justification of Air Force requirements for outside interests such as the Congress. A survey was developed using questions drawn both directly from accepted Air Force criteria and indirectly using the results of previous research. This survey was administered to a sample of 160 officers from within Air Force Logistics Command.

The study of the Air Force professional education system describes and examines the procedures used for determining, validating, and meeting requirements for the development of career officers via the formal programs and courses of Air University. A descriptive model is developed which displays the current processing procedures, information flows, and interrelationships among the agencies, programs, and structures which together comprise the educational system and its embedding environment. The findings from an analysis of the current system and from an examination of alternative procedures are presented together with suggested procedural modifications. It is concluded that the system in its present form does function as a system; that benefits from 'ready solutions' to particular problems may be more apparent than real when considered from the overall system's point of view; and that the principal values of the current study may lie in its descriptive rather than its prescriptive aspects. It is suggested that sustained and concentrated efforts on a number of fronts are needed to develop a comprehensive and valid set of prescriptive measures. Principal issues to be resolved and approaches to be considered are discussed. (Author).
