The EU-CoE youth partnership stems from the close relations that the Council of Europe and the European Commission have developed in the youth field over the years since 1998. The overall goal is to foster synergies between the youth-oriented activities of the two institutions. The specific themes are participation/citizenship, social inclusion, recognition and quality of youth work. What is youth policy, and what major elements should a national youth policy strategy include? How can young people be consulted and otherwise involved in developing youth policy? This monograph has two purposes. The first is to develop the framework that was initially established through a grounded reading of the material from the first seven international reviews of national youth policy conducted by the Council of Europe Youth Directorate between 1997 and 2001. This has involved a careful reading of the subsequent national and international reports produced between 2002 and 2006 to identify either issues that merit greater prominence or new issues to be addressed in the future. The outcome of this exercise is the proposal of a new framework for European-level debates on the subject of youth policy. The second purpose is, through consultation with those who took part in the second cycle of reviews, to refine further the process by which international reviews are carried out. A number of observations suggest that immediate action can be taken to improve the experience of participating in review teams and, ultimately, the quality of the international reports.

In this Research Topic, our aim is to examine how personal resources related to competencies, skills, and self-perception as well as environmental, contextual, and relational features of the social contexts of diverse youth, directly or indirectly are important to mental health and psychological well-being. As previous research on young people has mainly focused on youth’s weaknesses rather than their strengths, our use of Positive Youth Development (PYD) in working with culturally diverse youth and their well-being in this Research Topic is novel. We invite contributions from researchers that were initially presented their papers in a meeting that was held by research partners of the Cross-National Project on Positive Youth Development (CN-PYD), and who represent an international and multidisciplinary panel of experts on PYD. The CN-PYD was initiated in 2014 at the University of Bergen and has an ongoing data collection that involves approximately 10,000 minority and majority youth and emerging adults (ages 16 to 29) living in Africa, Asia, Australia, Europe, New Zealand, and South America. CN-PYD uses a strengths-based approach to the conceptualization of youth as resources and agentic, which is in opposition to the view of the developmental period of adolescence as being a period inherently fraught with problems and risks. The goal of the cross-national project is to assess personal strengths and contextual resources, considering how these resources come together to facilitate youth thriving and to document how young people make positive and valued contributions to themselves and others. We also advance research on the complex interplay between personal and contextual resources and their connections with risk behaviors and problems, in essence, taking a perspective of the whole child, both in terms of strengths and problems.

Ukraine is the 19th country overall, and the third of the Commonwealth of independent States (following Armenia and Moldova) to have its youth policy reviewed by the Council of Europe's international review team. Ukraine presented a range of new challenges: it was by far the largest country geographically and it embodied geo-political characteristics (from North to South, and East to West) that are reflected in its philosophy and approach to youth policy development. This international review explores three issues of particular interest to the Ukrainian authorities: health and healthy lifestyles, employment and employability, and patriotic education and citizenship, in addition, the international review pays special attention to questions of youth participation and engagement, and to those groups of "vulnerable" young people who are at most risk of social exclusion. The review argues for the establishment of a more open development model for youth policy in Ukraine, supported by a clear strategic vision and the strengthening of its commitment to local capacity and autonomy in shaping relevant programmes and projects, in particular, it also advocates the promotion of more diverse methodologies in the implementation of youth policy, based on non-formal learning and skills-development principles.
