Critically examining narratives of participation in governance and development, this volume adds Caribbean voices and experiences to the global discourse on youth participation. The essays provide empirical case studies of institutions, practices and processes of youth engagement in the politics of Caribbean development, orienting the reader to the political culture of the Caribbean and the position of youth within small societies. The aim of this report is to identify the 'best practices', that is, successful experiences and programs on youth engagement with emphasis on youth participation, rights rehabilitation, 'empowerment' and employment, in the Eastern Caribbean Small Island Developing States, that action the 2012 Caribbean Human Development Report recommendations, fostering a shift towards improved citizen security. This report uses the 'youth applicable' recommendations distilled from the CHDR to analyze a range of youth development practices in the region cited in Some Caribbean Best Practices in Youth Engagement by asking the question: 'Which youth intervention initiatives are, or can be, the most successful across the region in promoting a shift towards citizen security? This report supports the ongoing youth engagement work of the UNDP in the region and the implementation strategy to engage Caribbean youth on the CHDR recommendations.
