The Nuclear Non-Proliferation Treaty has long been key in non-proliferation and disarmament activities. The Treaty is the major international legal obstacle for states seeking nuclear weapon capabilities. In retrospect, and despite setbacks, the overall impact of the Nuclear Non-Proliferation Treaty has been significant and gratifying. Its continued success is by no means guaranteed. As old nuclear dangers persist and new ones evolve, policies to halt nuclear proliferation are more disparate than at any other time. Nuclear weapons remain an essential part of the security policies of leading states and many developmental states maintain strong nuclear weapon ambitions, while terrorists have actively been seeking nuclear capabilities. In search of an overarching strategy that recognizes both the flaws of the existing non-proliferation regime, and the value of some of the corrections proposed by regime critics, this volume assesses contemporary efforts to stem nuclear proliferation. In doing so, Nuclear Proliferation and International Security examines a number of cases with a view to recommending better non-proliferation tools and strategies. The contributors comprise renowned international scholars, who have been selected to obtain the best possible analyses of critically important issues related to international non-proliferation dynamics and the future integrity of the Non-Proliferation Treaty.

It has become generally accepted wisdom that democracies do not go to war against each other. However, there are significant differences between democratic states in terms of their approach to war and security policy in general. This edited book offers a broad examination of how democratic preferences and norms are relevant to security policy beyond the decision of whether to go to war. It therefore offers a fresh understanding of state behaviour in the security realm. The contributors discuss such issues as defence policy, air war, cluster bombs, non-lethal weapons, weapons of mass destruction, democratic and non-democratic nuclear weapon states’ transparency, and the political and ideological background of the ongoing ‘Revolution in Military Affairs’. It has become generally accepted wisdom that democracies do not go to war against each other. However, there are significant differences between democratic states in terms of their approach to war and security policy in general.

In the prevailing international security situation, the world community, including India believes nuclear security must be conferred high priority for global peace and security. As a responsible member of this community, India finds itself prioritising this aspect more than ever before. The volume is a revisit of the Indian nuclear discourse. It envisages a comprehensive and predictable nuclear governance architecture for the future, and discusses how India might play a proactive role in this effort. The essys in this collection explore and analyze how to reduce the risk of nuclear war in South Asia. Contributors work to introduce the theory and methodology of nuclear risk reduction, to provide specific measures that might work best in the region, and to consider the consequences of missile defense options for stability in Asia. Much work is needed to recduce nuclear dangers between India and Pakistan. While the fact that both countries possess nuclear weapons may prevent a full-blown conventional or nuclear war, the presence of these weapons in the region may also encourage the use of violence at lower levels expecting escalation to be contained by a mutual desire to avoid the nuclear threshold. One only needs to look at the Kashmir conflict for confirmation of this paradox, with serious crises coming more frequently with more severity since the nuclear tests of 1998. Sustained efforts along the line suggested by the contributors of this volume are a crucial step toward reducing nuclear risk on the Subcontinent.
