One of the ways a state department of transportation or other transportation agency can address work zone safety and other impacts is to develop and implement a Transportation Management Plan (TMP). The TRB National Cooperative Highway Research Program's NCHRP Research Report 945: Strategies for Work Zone Transportation Management Plans provides a practitioner-ready guidebook on how to select and implement strategies that improve safety and traffic operations in roadway construction work zones. Supplemental materials to the report include NCHRP Web-Only Document 276: Evaluating Strategies for Work ZoneTransportation Management Plans; fact sheets on ramp meter, reversible lane, and truck restrictions; and guidebook appendices.

This study addresses the adequacy of traffic safety in work zones. The specific safety issues discussed in this study are: the usefulness of work zone accident data; the hazards of two-lane, two-way operations without positive separation of traffic on a normally divided highway; the use of truck-mounted attenuators in moving/maintenance operations and at long-term construction sites; the placement of flaggers; the need to identify design changes in work zones that will aid drivers with degraded sensory perceptions resulting from aging, inattentiveness, or impairment; the lack of compliance with existing guidelines for work zone traffic control devices and procedures; and the need for a national work zone safety program. Recommendations concerning these issues were made to the National Highway Traffic Safety Administration, the Federal Highway Administration, and the American Association of State Highway and Transportation Officials.

A Primer on Work Zone Safety and Mobility Performance Measurement

A Primer on Work Zone Safety and Mobility Performance Measurement

This primer has been developed to assist agencies in establishing and monitoring a useful set of work zone safety and mobility performance measures. Work zone performance measures are metrics that help to quantify how work zones impact travelers, residents, businesses and workers. Work zone performance measures help agencies improve their understanding of how their decisions during planning, design, and construction affect work zone safety and mobility, and thus can help improve how they make decisions for future work zones. The primer describes possible work zone performance measures, and provides guidance to help agencies select and implement measures that make sense for their own work zone programs. The primer outlines the methods and technologies that are available to gather data to monitor the various possible measures and procedures for calculating specific performance measures from different types of work zone traffic monitoring data. The primer also discusses the use of measures across multiple projects to assess an agency's overall efforts and outcomes against its policies and goals.
