This book traces the Argentine Woman's movement and describes the individuals in its vanguard: women as different in personality and political orientation as the socialist activist Dr. Alicia Moreau de Justo, the international literary figure Victoria Ocampo and the legendary Eva PerÓn.The story begins with a background sketch of Argentine history, spanning four centuries from the conquistadores to the PerÓns. It describes the participation of upper class women in the country's philanthropic establishment thought the Beneficent Society, founded in the early nineteenth century; the development of the public education system- considered the best in Latin America- through the strong contribution of North American female teachers; and the influence of nineteenth century free thought and socialism upon woman's movement. Despite the broadening of education and the positive effect of European immigration upon Argentine institutions, it was not until the middle of the twentieth century that woman suffrage was finally achieved—by a bizarre twist of fate through the efforts of the PerÓn regime, and to the outrage and consternation of most Argentine feminists.

In this pathbreaking history, Donna J. Guy shows how feminists, social workers, and female philanthropists contributed to the emergence of the Argentine welfare state through their advocacy of child welfare and family-law reform. From the creation of the government-subsidized Society of Beneficence in 1823, women were at the forefront of the child-focused philanthropic and municipal groups that proliferated first to address the impact of urbanization, European immigration, and high infant mortality rates, and later to meet the needs of wayward, abandoned, and delinquent children. Women staffed child-centered organizations that received subsidies from all levels of government. Their interest in children also led them into the battle for female suffrage and the campaign to promote the legal adoption of children. When Juan Perón expanded the welfare system during his presidency (1946–1955), he reorganized private charitable organizations that had, until then, often been led by elite and immigrant women. Drawing on extensive research in Argentine archives, Guy reveals significant continuities in Argentine history, including the rise of a liberal state that subsidized all kinds of women’s and religious groups. State and private welfare efforts became more organized in the 1930s and reached a pinnacle under Juan Perón, when men took over the welfare state and philanthropic and feminist women’s influence on child-welfare activities and policy declined. Comparing the rise of Argentina’s welfare state with the development of others around the world, Guy considers both why women’s child-welfare initiatives have not received more attention in historical accounts and whether the welfare state emerges from the top down or from the bottom up.

In this book, Cecilia Tossounian reconstructs different representations of modern femininity from 1920s and 1930s Argentina, a complex period in which the country saw prosperity and economic crisis, a growing cosmopolitan population, the emergence of consumer culture, and the development of nationalism. Tossounian analyzes how these popular images of la joven moderna—the modern girl—helped shape Argentina’s emerging national identity. Tossounian looks at visual and written portrayals of young womanhood in magazines, newspapers, pulp fiction, advertisements, music, films, and other media. She identifies and discusses four new types of young urban women: the flapper, the worker, the sportswoman, and the beauty contestant. Hear Me with Your Eyes examines the intrusion of the voice into the cinematographic gaze and the intersections (and ruptures) of the sound-image in Argentine women filmmakers from a feminist perspective. In different ways, Maria Luisa Bemberg, Lita Stantic, Lucrecia Martel, Albertina Carri, Maria Victoria Menis, Lucia Puenzo, Sabrina Farji, Paula de Luque, Anahi Berneri, Sandra Gugliotta, and Gabriela David explore the visual realm through the continuities, intrusions, irrelevancies, harmonies, and desynchronizations of the voice. Or, instead, they explore different voices and their modulations, including whispers, screams, singing, echoes, breathing, resonance, sighs, and the transcendent voice, the narrative voice, the silenced voice, the articulated and unarticulated voice, and that which is none of the above. These voices suggest another relationship with the audiovisual realm, one that seems to include a closeness that erases, if only intermittently, the unalterable relationship between subject and object that characterizes the patriarchal visual regime.
