A lack of strategic thinking at the heart of Government threatens the UK's national interests, the Public Administration Committee warns. The MPs note Whitehall's tendency to 'muddle through' and point to the UK's military engagements in Iraq and Afghanistan, as examples where there has been a lack of overarching strategy. The Committee calls for: ministers to invest more time and energy into strategic leadership; the creation of a 'community of strategic thinkers' across Whitehall, to provide ministers with the capacity for strategic analysis and assessment; the National Security Council's remit to encompass national strategy; greater emphasis to be placed on strategic studies and training both within Whitehall and in academia; Parliament's Joint Committee on National Security Strategy to extend its remit to include national strategy; a small central budget to be established to fund central coordination of departmental contributions to national strategy.

The national security strategy of the United Kingdom is to use all national capabilities to build Britain's prosperity, extend the country's influence in the world and strengthen security. The National Security Council ensures a strategic and co-ordinated approach across the whole of Government to the risks and opportunities the country faces. Parts 1 and 2 of this document outline the Government's analysis of the strategic global context and give an assessment of the UK's place in the world. They also set out the core objectives of the strategy: (i) ensuring a secure and resilient UK by protecting the country from all major risks that can affect us directly, and (ii) shaping a stable world - actions beyond the UK to reduce specific risks to the country or our direct interests overseas. Part 3 identifies and analyses the key security risks the country is likely to face in the future. The National Security Council has prioritised the risks and the current highest priority are: international terrorism; cyber attack; international military crises; and major accidents or natural hazards. Part 4 describes the ways in which the strategy to prevent and mitigate the specific risks will be achieved. The Prevent strategy, launched in 2007 seeks to stop people becoming terrorists or supporting terrorism both in the UK and overseas. In the light of recent concerns about a strategic vacuum at the centre of Government, this Report explores the capacity of Ministers and officials to carry out long-term strategic thinking to tackle the complex, diverse and unpredictable domestic and global challenges the country faces. It finds that an absence of clear and precise definition of terms meant that policy and different levels of strategy became muddled, leading to unintended and unwelcome outcomes. Drawing on the evidence it received, the Report sets out clear definitions for national or 'grand' strategy, operational strategy and policy. PASC have produced a number of recommendations to overcome the barriers to working strategically in Government. Central to these recommendations is that the Government should publish an annual 'Statement of National Strategy' in Parliament which reflects the interests of all parts of the UK and the devolved policy agendas. The report states that the Cabinet and its committees are accountable for decisions, but there remains a critical unfulfilled role at the centre of Government in coordinating and reconciling priorities across departments, and of long-term and short-term goals. The report concludes that the government's six strategic aims as provided to PASC are "too meaningless to serve any useful purpose". The strategic aims of the Government, informed by public opinion, should reflect the UK's national character, assets, capabilities, interests and values, and provide an indication of the objectives which policies must achieve

In this report the Joint Committee on the National Security Strategy finds that the National Security Strategy should address more fundamental questions about the UK's role in the world and its relationship with the USA and other allies. The Strategy also needs to be subject to a much wider public debate. The Committee says that: there is no evidence that the NSS has influenced decisions made since the Strategic Defence and Security Review; there should be an "overarching strategy", a document designed to guide government decision-making and crisis management both at home and on the international stage; the Government's assertion that there will be no reduction in the UK's influence on the world stage is wholly unrealistic in the medium to long term and the UK needs to plan for a changing, and more partnership-dependent, role in the world. The Government's unwillingness to provide the Committee with all the information it has asked for about the National Security Risk Assessment means that it is unable to give Parliament any assurances about its adequacy. The report also notes concern that the National Security Council's oversight of security issues is not sufficiently broad and strategic, given that it was deeply involved in operations in Libya and failed to discuss the national security implications of the Eurozone crisis or the possibility of Scottish independence.
