The U.S. Geological Survey operates streamgages in every U.S. state, the District of Columbia, Puerto Rico, and Guam. Of its 11,340 streamgages, about 8,460 measure streamflow year around as part of the National Streamflow Network. Data from the streamgaging stations are used by a variety of government agencies, companies, scientific institutions, and recreationists for infrastructure design, flood mapping and forecasting, and safety among many other purposes. In the early 2000s, USGS designated federal priority streamgage (FPS) locations based on national needs. Congress has appropriated funds for the Next Generation Water Observing System (NGWOS). This paper discusses federal policy on these projects.
