There are 17 different programs, administered by eight federal agencies, that are designed specifically for, or that may be used by, rural areas for constructing, expanding, or repairing water and wastewater facilities. This report covers: similarities and differences in the programs' objectives and eligibility criteria; problems rural areas have encountered in dealing with these federal programs; and views of groups representing rural areas concerning the possible consolidation or elimination of some of these programs.
