Fundamental changes must take place in how water is allocated, planned, and managed if India's goals for continued economic growth and improved social and environmental conditions are to be met. India's needs are especially severe due to its rapidly developing water constraints, environmental problems, huge population, regional inequalities in water availability along with the federal administrative structure and rapid demographic and economic growth. The findings of 'Inter-Sectoral Water Allocation, Planning and Management' are that a comprehensive approach is needed in order to implement change. The book provides detailed recommendations in the areas of policy making, legislation and regulations, institutions, economic incentives, technology, and public information.

In December 2002, a group of specialists on water resources from the United States and Iran met in Tunis, Tunisia, for an interacademy workshop on water resources management, conservation, and recycling. This was the fourth interacademy workshop on a variety of topics held in 2002, the first year of such workshops. Tunis was selected as the location for the workshop because the Tunisian experience in addressing water conservation issues was of interest to the participants from both the United States and Iran. This report includes the agenda for the workshop, all of the papers that were presented, and the list of site visits.

This book is open access under a CC BY-NC 4.0 license. This revised, updated textbook presents a systems approach to the planning, management, and operation of water resources infrastructure in the environment. Previously published in 2005 by UNESCO and Deltares (Delft Hydraulics at the time), this new edition, written again with contributions from Jery R. Stedinger, Jozef P. M. Dijkman, and Monique T. Villars, is aimed equally at students and professionals. It introduces readers to the concept of viewing issues involving water resources as a system of multiple interacting components and scales. It offers guidelines for initiating and carrying out water resource system planning and management projects. It introduces alternative optimization, simulation, and statistical methods useful for project identification, design, siting, operation and evaluation and for studying post-planning issues. The authors cover both basin-wide and urban water issues and present ways of identifying and evaluating alternatives for addressing multiple-purpose and multi-objective water quantity and quality management challenges. Reinforced with cases studies, exercises, and media supplements throughout, the text is ideal for upper-level undergraduate and graduate courses in water resource planning and management as well as for practicing planners and engineers in the field.

Groundwater allocation determines who is able to use groundwater resources, how, when and where. It directly affects the value (economic, ecological, socio-cultural) that individuals and society obtain from groundwater, today and in the future. Building on the 2015 OECD publication Water Resources Allocation: Sharing Risks and Opportunities, this report focuses on groundwater and how its allocation can be improved in terms of economic efficiency, environmental effectiveness and social equity. Drawing on an analysis of groundwater's distinctive features and nine case studies of groundwater allocation in a range of countries, the report provides practical policy guidance for groundwater allocation in the form of a "health check". This health check can be used to assess the performance of current arrangements and manage the transition towards improved allocation.

Sponsored by the Task Committee for the Shared Use of Transboundary Water Resources of the Environmental and Water Resources Institute and the Laws and Institutions Committee of ASCE. This report proposes clear standards and principles for effective and efficient water sharing among two or more autonomous political bodies. Drawing from existing transboundary agreements, this report presents a series of model codes that could limit the potential for conflict while providing an appropriate balance among efficient use of the water resource for economic purposes, public health, and ecological protection. Three model agreements are presented for use according to the willingness of the parties to forgo sovereignty. All three models?coordination and cooperation, limited purpose, and comprehensive management?focus on the allocation and use of shared waters and on resolving conflicts involving such waters. These three water sharing agreements can be used within the United States and, with minor alterations, in the international arena.
