Excerpt from Calendar of Papers in Washington Archives Relating to the Territories of the United States (to 1873) When so many papers are to be found in Washington because of statutes or executive orders requiring that copies be transmitted to the national capital, it is inevitable that many documents have been found in duplicate. In listing such papers it has been natural to note the original and its place, when found, in preference to transcripts, and the letter sent rather than the office copy retained and subsequently transmitted. Many other documents have been omitted because their text can be found in print. The chief sources from which material was checked for this purpose were the United States public docu ments of the period before 1873, the statute books of the territories, the Ameri can State Papers, General Greely's Public Documents of the First Fourteen Congresses, and the publications of various historical societies. In some cases documents already printed have nevertheless been listed for the sake of certain remarks which needed to be made respecting them or their inclosures.
