The Nordic countries have a century-long tradition for cooperation within the area of citizenship law. Since the mid-1970s, however, the Nordic countries have moved in different directions. Today, the Nordic countries represent the entire continuum in European citizenship policies – from liberal Sweden to restrictive Denmark, with the other Nordic neighbors in between. This report reviews the historical development and the current citizenship regime in the five Nordic countries, it provides statistics on the acquisition and loss of citizenship in each country over the past 10-15 years, and it offers a comparative analysis of the divergent development of citizenship law in the 2000s. The concluding chapter discusses possible consequences of the different citizenship regimes and the prospects for strengthened cooperation between the Nordic countries in the area of citizenship law.

Since the 1990’s, a number of studies have documented a remarkable high and stable amount of popular engagement in civic organizations in Denmark, Norway and Sweden. Often these countries have been considered deviant cases against the proliferating decline of social capital studies. Showing how national identities in the Nordic region have developed historically around notions of cultural and racial homogeneity, it exposes the varied histories of migration and the longstanding presence of ethnic minorities and indigenous people in the region that are ignored in dominant narratives. With attention to the implications of notions of homogeneity for the everyday lives of migrants and racialised minorities in the region, as well as the increasing securitisation of those perceived not to be part of the homogenous nation, this volume provides detailed analyses of how welfare state policies, media, and authorities seek to manage and govern cultural, religious, and racial differences. The 2030 Agenda, adopted by the UN General Assembly in September 2015, outlines an ambitious and universal plan of action for people, planet and prosperity as it seeks to strengthen universal peace and freedom. This report presents national and Nordic action on Agenda 2030 with the aim to inform and support the Nordic Council of Ministers in formulating a new Nordic Sustainable Development Programme. All Nordic countries are engaged and strongly committed to implementing Agenda 2030 and there is a broad societal interest in joint Nordic action. The existing Nordic Strategy for Sustainable Development and several other key initiatives within Nordic cooperation already contribute to the goals of Agenda 2030. A new Nordic Sustainable Development Programme can build upon a strong foundation and add further value to the national and international work done by the Nordic countries.
