What determines the capacity of countries to design, approve and implement effective public policies? To address this question, this book builds on the results of case studies of political institutions, policymaking processes, and policy outcomes in eight Latin American countries. The result is a volume that benefits from both micro detail on the intricacies of policymaking in individual countries and a broad cross-country interdisciplinary analysis of policymaking processes in the region.

"This new and expanded edition of Dragon in the Tropics—the widely acclaimed account of how president Hugo Chávez (1999–2013) revamped Venezuela’s political economy—examines the electoral decline of Chavismo after Chavez’s death and the policies adopted by his successor, Nicolás Maduro, to cope with the economic chaos inherited from previous radical populist policies. Corrales and Penfold argue that Maduro has had to struggle with the inherent contradictions of a large and heterogeneous social coalition, a declining oil sector, the strength of entrenched military interests, and fewer resources to appease international allies, which have strenghtened the autocratic features of an already consolidated hybrid regime. In examining the new political realities of Venezuela, the authors offer lessons on the dynamics of succession in hybrid regimes. This book is a must-read for scholars and analysts of Latin America. This book analyses Black Consciousness poetry and theatre from the 1970s through to the present. South Africa’s literature, like its history, has been beset by disagreement and contradiction, and has been consistently difficult to pin down as one, united entity. Much existing criticism on South Africa’s national literature has attempted to overcome these divisions by discussing material written from a variety of different subject positions together. This book argues that Black Consciousness desired a new South Africa where African and European cultures were valued equally, and writers could represent both as they wished. Thus, a body of literature was created that addressed a range of audiences and imagined the South African nation in different ways. This book explores Black Consciousness in order to demonstrate how South African writers have responded in various ways to the changing history and politics of their country.
