"This document is a report of the results of a project managed by the United Nations Environment Programme (UNEP) to assess contaminated sites in Iraq. The work was carried out over the period January 2004 to July 2005 in Iraq, with support activities in Jordan, Switzerland and the United Kingdom. The project was managed by the UNEP Post-Conflict Branch, based in Geneva. The project was overseen by the United Nations Development Group for Iraq in its role of coordinator for the entire UN development programme within Iraq. The Iraqi Government partner was the Ministry of the Environment (MoEn). This publication is a completion report for "UNEP Support for Environmental Management of the Iraqi Marshlands" project, which was one of the largest environmental projects conducted within the framework of the United Nations Development Group (UNDG) Iraq Trust Fund. The publication presents the background of the project, project activities, and major outputs and results. It also makes recommendations on additional initiatives to improve the environmental conditions for the Marshlands area as well as for the country. Through this project, UNEP supported sustainable management and rehabilitation of the Iraqi Marshlands in the post-conflict and reconstruction period of 2004 to 2009, by monitoring environmental conditions, raising capacity of Iraqi decision makers, and providing drinking water, sanitation, and wetland management options on a pilot basis through the applications of Environmentally Sound Technologies (ESTs). Based on the success of this project, UNEP's initiatives in this area are now transitioning to focus on more longer-term management programming. This project was implemented with financial support from the UNDG Iraq Trust Fund and the Governments of Japan and Italy.

Following the Gulf War from 1991 to 1998, the United Nations Special Commission (UNSCOM) was created to unveil and eliminate Iraq's weapons of mass destruction through inspections. This study describes how UNSCOM was designed to maintain its independence and authority, detailing the dramatic events that occurred as UNSCOM attempted to deal with an intransigent Iraq. Krasno and Sutterlin outline the special intelligence skills that UNSCOM developed over the years in response to Iraqi tactics. They also provide an accounting of UNSCOM achievements and analyze remaining concerns. Along with documentary research, much of the information in this book was obtained through a series of interviews with key players, including the Executive Directors, several UNSCOM inspectors, and a number of ambassadors to the United Nations who were directly involved. Concerns about Iraq's remaining weapons capabilities, particularly its biological and chemical weapons, have become increasingly relevant since the September 11, 2001 terrorist attacks and the ensuing anthrax threat. This study provides insight about the disarming of Iraq, as well what lessons can be learned from the UNSCOM experiment.

Tahar Boumedra was Chief of the Human Rights Office of United Nations Assistance Mission for Iraq (UNAMI), and adviser to the Special Representative of the Secretary-General (SRSG) on Camp Ashraf affairs from 2009 until 2012. He was the Regional Director of Penal Reform International (PRI) for the Middle East and North Africa (MENA), based in Amman, Jordan. He was working with the MENA governments to introduce human rights based reforms in the penal and prison systems in the region. In November 2008, he was offered the position of Chief of UNAMI Human Rights Office who also represents the United Nations High Commissioner for Human Rights (HCHR) in Iraq.
