Amid a military standoff with Russia, on Feb. 3, Kyiv hosted the 10th High-Level Strategic Council between Turkey and Ukraine. The heads of state, Tayyip Erdogan and Volodymyr Zelensky marked the 30th anniversary of diplomatic ties by signing a series of trade and defense agreements. The long-awaited free trade agreement between Turkey and Ukraine was also signed on this occasion. Given the current tensions along the Ukrainian border and Turkish ties with both Russia and Ukraine, Turkey’s policy on Ukraine is ever more critical for regional peace and stability. Turkey has close relationships with both Ukraine and Russia so it seeks to avoid a new episode of war between them. As a NATO member, heightened tensions in the region pushes Turkey to find a diplomatic solution to the crisis even if it may be forced to make difficult choices in case of a military conflict. This analysis provides a review of Turkey’s relations with Ukraine and discusses foreign policy options available to Turkey in case of invasion of Ukrainian territory by Russia.

The First World War, which began in 1914 (July 28, 1914), divided Ukrainian territories between the Russian and Austro-Hungarian empires. During this time, a political movement called the "Union for the Liberation of Ukraine" was initiated by a six-member administrative team that gathered on August 4, 1914, with the aim of Ukraine's liberation. The names of these six individuals were Volodymyr Doroshenko, Marian Melenevsky, Andrii Zhuk, Mykola Zalizniak, Oleksander Skoropys-Yoltukhovsky, and Dmytro Dontsov. Based in Vienna, the Union for the Liberation of Ukraine made various publications to raise awareness in European public opinion and appealed for military support as well. While they particularly sought to gain the attention of Germany, states reluctant to antagonize Russia provided financial support, albeit reluctantly. The society's headquarters in Vienna were later moved to Berlin. They also had offices in places like Switzerland and Romania and distributed political brochures and books to convey their concerns to all countries. The organization's goal was to establish an independent Ukraine. However, as mentioned in the previous sentence, Ukraine was not officially recognized as an independent country due to its non-compliance with the policies of states. Indeed, at no point did many states wish to engage in activities that did not align with their policies. As we frequently encounter in historical cases, this policy can be summarized as follows: The rebellious group approaches a state and, by being recognized by that state, gains a legitimate ground to engage in the struggle. In this way, they achieve recognition and acquire allies. Information about the publishing activities mentioned briefly by the Union for the Liberation of Ukraine is undoubtedly found in the archives of many countries. However, each should be evaluated separately because these publications vary from one country to another. Therefore, making this book available to our readers in Turkey, especially in Turkish, has brought us special joy. This work, which will serve as an example of how such events unfolded, is dedicated to the Ukrainian people who are once again struggling with war these days.

With its strategic location of the existing power lines and economic potential, Ukraine, as one of the most important countries of Eastern Europe, is one of the pilot countries with which Turkey aims to develop its relations in an ‘exemplary manner’. Besides, since Ankara and Kiev, share common values and priorities within the framework of preserving stability in the region, the Black Sea neighborhood adds another dimension to bilateral relations. With the High-Level Strategic Council founded in May 2010, it is aimed to improve political and economic relations. Moreover with visa exemption agreement, which is going to be signed in December 2011, will not only increase tourism activities but also expected to intensify the mutual inter-communal relations. Even though there is a consensus on accelerating existing relations in which high level visits frequently occur, the effective potential is not available yet due to differences in political agendas. This has both structural and cyclical reasons. In this study, before proceeding to the analysis of Turkey-Ukraine relations, Ukraine’s economic structure and political process is going to be evaluated in a comprehensive way, for better understanding of the Ukraine politics as well as bilateral relations.

Turkey: A necessary ally in a troubled region With the new administration in office, it is not clear whether the U.S. will continue to lead and sustain a global liberal order that was already confronted by daunting challenges. These range from a fragile European Union rocked by the United Kingdom’s exit and rising populism to a cold war-like rivalry with Russia and instability in the Middle East. A long-standing member of NATO, Turkey stands as a front-line state in the midst of many of these challenges. Yet, Turkey is failing to play a more constructive role in supporting this order--beyond caring for nearly 3 million refugees, mostly coming from the fighting in Syria--and its current leadership is in frequent disagreement with its Western allies. This tension has been compounded by a failed Turkish foreign policy that aspired to establish its own alternative regional order in the Middle East. As a result, many in the West now question whether Turkey functions as a dependable ally for the United States and other NATO members. Kemal Kirisci’s new book argues that, despite these problems, the domestic and regional realities are now edging Turkey toward improving its relations with the West. A better understanding of these developments will be critical in devising a new and realistic U.S. strategy toward a transformed Turkey and its neighborhood. Western policymakers must keep in mind three on-the-ground realities that might help improve the relationship with Turkey. First, Turkey remains deeply integrated within the transatlantic community, a fact that once imbued it with prestige in its neighborhood. It is this prestige that the recent trajectory of Turkish domestic politics and foreign policy has squandered; for it to be regained, Turkey needs to rebuild cooperation with the West. The second reality is that chaos in the neighborhood has resulted in the loss of lucrative markets for Turkish exports—which, in return, increases the value to Turkey of Western markets. Third, Turkish national security is threatened by developments in Syria and an increasingly assertive Russia, enhancing the strategic value of Turkey’s “troubled alliance” with the West. The big question, however, is whether rising authoritarianism in Turkey and the government’s anti-Western rhetoric will cease and Turkey’s democracy restored before the current fault lines can be overcome and constructive re-engagement between the two sides can occur. In light of these realities, this book discusses the challenges and opportunities for the new U.S. administration as well as the EU of re-engaging with a sometimes-troublesome, yet long-time ally.

An insider’s account of the complex relations between the United States and post-Soviet Ukraine The Eagle and the Trident provides the first comprehensive account of the development of U.S. diplomatic relations with an independent Ukraine, covering the years 1992 through 2004 following the collapse of the Soviet Union. The United States devoted greater attention to Ukraine than any other post-Soviet state (except Russia) after the breakup of the Soviet Union. Steven Pifer, a career Foreign Service officer, worked on U.S.-Ukraine relations at the State Department and the White House during that period and also served as ambassador to Ukraine. With this volume he has written the definitive narrative of the ups and downs in the relationship between Washington and newly independent Ukraine. The relationship between the two countries moved from heady days in the mid- 1990s, when they declared a strategic partnership, to troubled times after 2002. During the period covered by the book, the United States generally succeeded in its major goals in Ukraine, notably the safe transfer of nearly 2,000 strategic nuclear weapons left there after the Soviet collapse. Washington also provided robust support for Ukraine’s effort to develop into a modern, democratic, market-oriented state. But these efforts aimed at reforming the state proved only modestly successful, leaving a nation that was not resilient enough to stand up to Russian aggression in Crimea in 2014. The author reflects on what worked and what did not work in the various U.S. approaches toward Ukraine. He also offers a practitioner’s recommendations for current U.S. policies in the context of ongoing uncertainty about the political stability of Ukraine and Russia’s long-term intentions toward its smaller but important neighbor.
