This paper concerns Rwandese refugees who have been stateless for three decades. It begins with a description of the exile from Rwanda as background to the invasion of Rwanda of 1 October 1990. The paper looks at the history of the Banyarwanda refugees in Uganda, their present status and frustrations. This history traces the Banyarwanda's early roots through feudalism and colonialism and the Hutu challenge. The description of the Banyarwanda in Uganda includes a map of the location of Banyarwanda in Uganda and attacks on them between 1981 and 1989, as well as a brief political history. The report indicates the conflict areas inside Rwanda, the invasion plans and the invasion itself. The new refugees created by the invasion are portrayed. The positions of the Rwandan and Ugandan Governments are given in the context of several recommendations for a solution to the problem of the Rwandan refugees.
