Excerpt from Fifteenth Biennial Report of the Wisconsin School for the Blind for the Biennial Period Ending June 30, 1912 The Legislature of 1911 made provision for building a new dining room and kitchen, but, as the Board knows, when we advertised for bids last fall, although two separate trials were made, the appropria tion was found inadequate and the building was postponed until an additional appropriation could be made. In our recommendations we have asked that an additional appropriation of be made to complete this work and to provide for equipping same. With the increased enrollment in our attendance the dormitory capacity of the institution has been reached, and if we are to make the further effort which we ought to make in order to bring to the school those in the state who are in need of special education, we will require additional room for such purposes. All recent buildings erected for institutions for the blind are changing the plan from main building to cottage systems. There is no question but this is more logical and pedagogical than the housing of children of all ages in one building. We have therefore thought it wise to ask for an appropria tion of for the purpose of building a cottage Of this kind. We think that this sum would be sufficient to build a cottage large enough to accommodate from 20 to 30 people and to provide all modern conveniences, including proper play room, living room and study room.
