This report examines tuition assistance and retention behavior for first-term members of the Navy and Marine Corps (similar data were not available for other military services). The analysis examines what types of sailors and marines use TA and examines whether TA users are more prone to reenlist than are military members who take no college classes dur- ing the first term.

This evaluation of the Army Continuing Education System (ACES) considered the following programs: (a) Tuition Assistance (TA); (b) Functional Academic Skills Training (FAST; (c) Military Occupational Specialty Improvement Training (MOSIT); (d) Noncommissioned Officer (NCO) Leader Skill Enhancement Courses; and (e) the Armed Forces Classification Test (AFCT). The assessment of the effectiveness of these programs is based on their ability to enhance soldier performance and increase the prospects of promotion, as well as to reduce attrition and increase reenlistment. The evaluation data came from a longitudinal administrative database that tracked a three-year accession cohort over a six-year period and an NCO database including self-reported participation in ACES programs, promotion information, and observed performance ratings. The analysis was designed to separate effects of participant characteristics from the effects of the program, and to control for differences in the opportunity and propensity to participate in ACES. Participation in TA and FAST were associated with an increase in the probability of first term reenlistment FAST participation was also associated with lower first-term attrition. Participation in several ACES programs showed positive effects on measures of performance and promotion potential.

The USAir Force human capital management (HCM) system is not easily defined or mapped. The second volume of the Handbook of Defense Economics addresses defense needs, practices, threats, and policies in the modern era of globalization. The Post-9/11 Veterans Educational Assistance Act of 2008 (Post-9/11 GI Bill)-enacted as Title V of the Supplemental Appropriations Act, 2008 (P.L. 110-252) on June 30, 2008-is the newest GI Bill and went into effect on August 1, 2009. There were four main drivers for the Post-9/11 GI Bill: (1) providing parity of benefits for reservists and members of the regular Armed Forces, (2) ensuring comprehensive educational benefits, (3) meeting military recruiting goals, and (4) improving military retention through transferability of benefits. By FY2010, the program had the largest numbers of participants and the highest total obligations compared to the other GI Bills.

The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Over the past ten years, maintenance career fields in the U.S. Air Force have been negatively affected by a series of events that have resulted in an experience shortage. Although there has been an improvement in Total Force manning since 2015, several skill levels are still experiencing shortages. To bridge the experience shortfall, the U.S. Government Accountability Office called for an Air Force retention strategy tailored to retain experienced maintainers. The RAND Corporation was asked to explore whether individual characteristics, economic and geographic factors, and the new Blended Retirement System (BRS) could provide additional insights into what predicts retention of this workforce. This report focuses primarily on aircraft maintenance career fields, with some attention to munitions and logistics career fields as resources permitted. The authors undertake two analytic approaches to examine the underlying determinants of retention. First, they use logistic regression to determine how strongly a variety of individual and environmental characteristics are associated with decisions to reenlist, extend an enlistment, or separate from the Air Force; second, they use RAND's Dynamic Retention Model to estimate how the new BRS will affect maintenance, munitions, and logistics career fields when those in the new system reach retention decision points. The authors find that changes in individual characteristics and environmental variables have improved retention in the maintenance, munitions, and logistics career fields. Although much of what influences retention is beyond the Air Force's control, the authors offer a number of recommendations and identify areas of emphasis that could be exploited.
