Comparing non-governmental organizations (NGOs) in the United Nations and the European Union across a range of different issue areas, this volume examines how the choice of venue and institution affects the strategies of NGOs. This book examines the evolution towards increased supranational governance in the EU’s Area of Freedom, Security and Justice (AFSJ). At the end of 2009, a successor programme to the Tampere and Hague Programmes was developed under the Swedish Presidency. Called the ‘Stockholm Programme’, it was adopted at a special EU Council Summit on 10-11 December 2009. The new agenda covers the period 2010-2014 and emphasises six areas of priority. In the context of these priorities, as well as the innovations introduced by the Lisbon Treaty, this edited book analyses policy change in the AFSJ, especially as it has been affected by the rise of supranational governance in this domain. From police cooperation and crime fighting to border management and counter-terrorism, much has changed, and the EU has taken yet another step forward in the direction of supranational governance. However, the various contributions also highlight that there are still problems and challenges remaining for the AFSJ. Collectively, this book considers how consequential the Lisbon Treaty has been for the AFSJ, as well as how successful the EU has been in achieving its stated goals as expressed in the Stockholm Programme. Thus, this book makes a significant contribution to the scholarly investigation of the AFSJ, but also to the study of European integration in general. The types of actors involved in transnational advocacy have diversified. Northern NGOs have lost power and influence and been restricted in their access to southern states. Southern NGOs have developed a capacity to undertake advocacy on their own and often built closer relationships with their own governments. International institutions have become more open to southern NGOs and more skeptical of southern NGOs' claims to speak for southern populations. The result is that the boomerang theory, although still useful, no longer provides the broad explanation for advocacy. A wealth of recent articles (many by contributors to this volume) showed a growing scholarly recognition of the need for new theory. As pillars of the post-1945 international economic system the Regional and Sub-Regional Development Banks (RSDBs) have long been considered mini-World Banks, reiterating the policy approach of the largest official multilateral development lender in the world. The main objective of the collection is to identify what role the RSDBs play in global economic governance and why. This edited collection draws together cutting edge original research on these understudied institutions. In the burgeoning sub-field of global economic governance as well as the broader study of international organisations (IOs), too often the focus remains on the World Bank and the International Monetary Fund (IMF). Second-order IOs, such as the RSDBs, receive much less attention despite their longevity and regional importance. This volume corrects this oversight by bringing together methodologically diverse research on the RSDBs that interrogates the role and impact of these organisations in global economic governance.
