Central and Eastern European Countries are undergoing a difficult transition process with consequences for spatial development. Europe needs a more bal anced, polycentric system of cities, a new urban-rural relationship, parity of ac cess to infrastructure and knowledge as well as prudent management and devel opment of the natural and cultural heritage. Dealing with these complex challenges and the need for sustainable develop ment politicians requires qualified advice from experts. To this end, the German Ministry for Regional Planning, Construction and Urban Development initiated the Network of Spatial Research Institutes in Central and Eastern Europe (CEE Net) in 1992. Exchange of knowledge and an open dialogue at all levels are pre conditions for the cooperative development of visions and strategies serving spa tial development in Europe. The annual conferences of the network have been a first steps towards closer cooperation. The high interest shown in these confer ences by academics and government representatives and the fact that several re search projects have already crystallised out of the debates they engendered indi cate that the network is meeting a need for exchange and cooperation. Decisions on spatial development do not stop at national borders and the dis cussion on spatial development in any European region has therefore to take the European context into consideration. A special advantage of this publication is that, as well as focusing on spatial development and research in CEE regions, it also discusses Central and Eastern Europe in a European context.

The Orient-East-Med Corridor is a key north-south transport corridor for Europe. Over its length of more than 2500 km, it connects the seaports of northern Germany with the Danube ports and Greek seaports. Seven capitals of EU member states are directly interlinked by the Corridor. At present however, it has genuine shortcomings in several aspects. The international working group Spatial and Transport Development in European Corridors: Example Corridor 22, Hamburg-Athens (2015-2018) trace the conditions for large scale, corridor oriented spatial and transport development in Europe and in particular along the Orient-East-Med Corridor. The contributions in the anthology also focus on the importance of transnational initiatives in Europe and on territorial effects of transport policies. These topics are illustrated by analyses of current transport initiatives and urban developments at the most important nodes along the Corridor, so called Hot-Spots. During the work process, the authors asked themselves, if and how a strategy for the Corridor can take effect for an integrated spatial and transport development between Hamburg and Athens. The common answer is clear: A strategy for the Orient-East-Med Corridor allows the organization of a more balanced flow of goods throughout Europe in the long run. In the southeast section, enormous land reserves in the close vicinity of railway stations can be activated for urban development. Strengthening the Corridors infrastructure thus has a huge potential to trigger spatial development and ultimately contribute to territorial and social cohesion throughout Europe.

Thorvald Stoltenberg Ambassador Chairman of the Editorial Advisory Board Most of us have been overwhelmed by the speed and extent of the changes that have been taking place in Europe since the late 1980s. Over the span of a few years, we have witnessed the collapse of the Soviet Union and the unification of Ger many. This process has had far-reaching implications for Northern Europe: the Baltic states have attained independence, and with the establishment of the Baltic Sea regional co-operation and the Barents co-operation, a new type of East-West relations has come into being. The process of change continues. Its latest manifestation is the agreement between Russia and NATO, and NATO and EU enlargement is expected to take place over the next few years. With such far-reaching transformations, we need to reflect on what is hap pening. We need a more coherent picture of the new situation in Northern Europe and of where we are heading. This Yearbook is an attempt to fulfil this need. I would like to thank the editors for taking this initiative, which has been long awaited by those of us who have been actively interested in the improved relations between the former East and the old West that have been made possible by the end of the Cold War - and particularly in the new opportunities for cross-border co-operation and integra tion in the North European and Baltic space.
