The current round of multilateral trade negotiations-the Doha Round-presents an opportunity for countries to reap the benefits of trade liberalization. Unfortunately, a number of misconceptions about the likely impact of trade reforms has, in part, impeded more rapid progress toward completion of the Round. This paper addresses some of the most egregious of these misconceptions and presents results from IMF research that sheds light on these issues. In particular, this paper argues that: (i) developing countries have much to gain from their own trade liberalization; (ii) preference erosion could be significant for some countries, but it is not a justification for postponing tariff reductions; (iii) tariffs applied against agricultural products in rich countries actually harm developing countries more than subsidies; and (iv) a disproportionate share of agricultural subsidies in rich countries goes to large wealthy farmers.

The Doha Round of WTO negotiations commenced in November 2001 to further liberalize international trade and to specifically seek to remove trade barriers so developing countries might compete in major markets. This book brings together an international team of leading academics and researchers to explore the main issues of the Doha Round trade negotiations, such as agriculture, pharmaceuticals and services trade. This note provides an update on the status of Doha negotiations and an outlook on significant non-Doha trade issues that should be tackled in the near future. Section II investigates what has stalled progress on Doha since the IMF Executive Board was last briefed in October 2008 (World Bank and IMF, 2008). Section III illustrates that notable gains would come from a Doha conclusion, both from actual new market access and--perhaps more crucially--from the added trade security that Doha would bring. However, Section IV suggests that the time may now have come to devote more resources to discussing important non-Doha issues at the WTO. Section V concludes that the Fund should continue to support both a Doha conclusion as well as the important work on non-Doha issues.

The Doha Round marked its eighth birthday in November 2009, making it the longest running multilateral trade negotiation in the postwar era. Doha participants continue to disagree about prospective liberalization of agriculture and manufactures and have barely begun to consider reductions in barriers to trade in services. Negotiators have missed every deadline to conclude the talks, leading some to question the viability of the entire venture. After nearly nine years of inconclusive meetings, the trade talks are at a tipping point: A global trade deal is still possible with renewed political commitment to trade reform, but continued drift could result in the first outright failure of a multilateral trade round in the postwar era. This policy analysis shows that the Doha Round can still be successfully concluded with a concerted push by the major trading nations. Contrary to the Doha doomsayers, the potential gains from proposals now on the table are significant, albeit not sufficient to close a deal. The authors estimate the trade gains and GDP gains from a prospective Doha deal that "tops up" existing commitments to liberalize agriculture, manufactures, and services. They also suggest what each of the major trading nations needs to do to ensure the successful completion of a Doha package that is both ambitious and balanced between the interests of developed and developing countries.
