The Republic of Armenia is facing a number of emerging challenges in the water sector. Though overall water resource availability in the country is good, the country's ability to monitor groundwater and surface water is deteriorating, enforcement under the existing water permit system is weak, conflicts loom over water use in the agriculturally important Ararat valley, and climate change continues to exert pressure. The performance of the irrigation, hydropower, municipal, industrial, and environment sectors depends on the judicious and coordinated wise use of the country's water resources. Recognizing the importance of integrated water resources management (IWRM), the government of Armenia has introduced over the last decade major institutional and policy reforms. These reforms provide a strong legislative foundation and framework for ensuring good management and development of water resources in the country. Despite this, further institutional strengthening is needed to fulfill the vision of this legislative framework. Toward Integrated Water Resources Management in Armenia identifies the challenges in the different water subsectors, reviews the current institutional framework and implementation of relevant water-sector policies, and makes recommendations for the next steps to strengthen water resources management in the country. The book's overall goal is to provide guidance to the government and to donors to help enhance Armenia's future water security.

The objective of this paper is to examine the challenges in the water sector faced by Armenia today, and outline options for management and allocation of its water resources in the future, considering the need for a stable, transparent apublic sector management framework and sustainable resource use for long-term private investment and job creation, and for appropriate balances among water uses for domestic, industrial, agriculture, electricity generation, watershed protection, and ecological purposes. The report builds on the recommendations of the Integrated Water Resources Management Planning (IWRMP) Study, which was supported by the World Bank, financed by the Government of Netherlands, and completed in 2001. The report also builds on experience with project implementation to date in water-related sectors. The report suggests that a water management strategy that focuses on rehabilitation and reduction of water losses, and balances for drinking, irrigation, hydropower, and environmental use is likely to have the highest welfare gains. Further, a strategy that uses economic instruments to manage demand, and increases private sector participation and local stakeholder responsibility for system operation, with the public sector maintaining a key role in overall water resources management, will help improve the efficiency of water use.

As a basic human need, the provision of safe water is among the highest priorities of government and humanitarian interventions during post-conflict recovery and peacebuilding. In the aftermath of war, water, sanitation, and infrastructure play a critical role in the recovery of livelihoods and economic development. Moreover, shared waters have great potential for interstate cooperation, assisting to rebuild trust following conflict and to prevent a return to conflict. This volume draws on studies from around the world to create a framework for understanding how water resources decisions and activities can facilitate or undermine peacebuilding in a post-conflict setting.

The FAO Fishery and Aquaculture Circular C942 Revision 3 (C942 Rev. 3) updates and expands the scope of previous revisions of the circular. C942 Rev. 3 is an important baseline document, intended to assist in the global understanding of inland fisheries and inform dialogue on their current and future role. The third revision reviews the status and trends of inland fisheries catch at global, continental and subcontinental levels. It places inland capture fisheries in the context of overall global fish production, and calls attention to the importance of inland capture fisheries with respect to food security and nutrition and the Sustainable Development Goals. It quantifies global inland fisheries resources in terms of food production, nutrition, employment, economic contribution with respect to those countries/regions or subnational areas where they are important. A characterization approach to distinguish large-scale and small-scale fishing operations and their relative contributions is provided. The review provides estimated economic values of inland fisheries, as well as a valuation of potential replacement cost of these (in terms of dollars, other resources such as land and water, feeds). There is also an analysis of the extent and economic value of recreational inland fisheries. The contribution to employment and the gender differences related to this are quantified. The linkages between inland fisheries and biodiversity are also explored. C942 Rev. 3 discusses ways to measure and assess inland fisheries, in particular, how to establish more accurately inland fishery catches in the many situations where there are challenges to collection of catch statistics.

This book advances our understanding of security and its intricate interactions with geopolitics and the environment in Eurasia. Norman A. Graham and Şuhnaz Yılmaz focus on Eurasia, where the energy-water-food nexus has emerged as a vital aspect of political economy and increasinglyas a decisive factor for human security. As clearly revealed during the Russian invasion of Ukraine, this nexus rests on a precarious balance. Graham and Yilmaz argue that Central Eurasia is currently “Running on Empty” and highlight the key environmental challenges, including water quantity and quality and food security. The authors draw on their extensive fieldwork in countries including Azerbaijan, China, Georgia, Kazakhstan, the Russian Federation, Turkey, and Uzbekistan to assess the interests and impact of pivotal actors and evaluate the competition and complementarities of these actors regarding water, energy, food security, and foreign policy imperatives. They also examine the broader interaction and implications of security at multiple levels by analyzing the local, national, and international factors in light of geopolitical and environmental challenges. Taking a novel and highly interdisciplinary approach, this book will be an important resource for students and scholars of energy and food security, political economy, international conflict and cooperation, and natural resource politics.
