Three essays are presented that discuss, in general terms, information that was collected in 1987-88 concerning the current status of black studies in the United States. The researchers were invited to survey selected black studies departments, programs, institutes, and centers judged to be representative of the structural diversity and programmatic scope of Afro-American and Africana studies across the country; to evaluate their present capacities and strengths; and to assess their future needs. Since the conversations on which this material is based were confidential it could not be reported in full; however, the essays contain substantial amounts of general information. This book attempts to convey some of the challenges that those wielding the law for social change purposes have faced and the successes they have achieved. By intention, it is more a studied appreciation than a critical analysis of their efforts. We asked an international team of consultants to help us document and describe how various law-based strategies have worked in very different settings, to draw out connections between those efforts, and to highlight some of the insights that emerge from grantees' experiences in law-related work. We also asked them to help us learn more about the ways the Foundation has played a role in these efforts. Known as the Global Law Programs Learning Initiative (GLPLI), this effort is not definitive, but rather suggestive. Our goal is to contribute to more serious future reflection and, ultimately, more effective programs in this field.

First published in 1998, this volume analyses Brazil’s strategy in the Uruguay Round, focusing on the issue of services. Three different moments were chosen for analysis. The first was during discussions before the launch of the Uruguay Round. During this period, Brazil led the Less Developed Countries (LDCs), in obstructing the inclusion of services on the agenda. The Second was during the launch of the Uruguay Round, when Brazil persisted with this policy. This second period is referred to as the initial position of Brazil in the Uruguay Round. The third was Montreal, in 1988, when Brazil supported the principles which guided an agreement on services. After this turning point, Brazil’s position in the Round was increasingly supportive of an agreement, not only in services, but in all fields.

Despite being an important legal instrument in the law of the WTO, the waiver has hitherto been the subject of little scholarly analysis. Isabel Feichtner fills this gap by challenging the conventional view that the WTO's political bodies do not engage in significant law-making. She systemises the GATT and WTO waiver practice and suggests a typology of waivers as individual exception, general exception and rule-making instruments. Developing countries are becoming important players in the world economy. Although they were slow to liberalize trade, they are now joining the more economically advanced nations in implementing trade reforms and in taking steps to deepen global integration. The lowering of trade barriers and the growth of foreign investment have benefited the developing countries but have also created vulnerabilities, including risks of dependence and political interference. Is deeper integration in the best interest of developing countries? In this book, part of the Integrating National Economies series, Stephen Haggard examines the position of the developing countries in the international trade regime. Focusing on the nations of East and Southeast Asia and Latin American, Haggard explores the cause of economic liberalization policies in the developing nations. He argues that various international constraints, such as economic shocks and political pressures from the economically advanced nations, pushed developing countries to open up to internatioal competition and to pursue economic relations with advanced industrial states. Haggard addresses such central questions as: Will developing countries benefit from the deep integration agenda? Will they instead join closed regional blocs that fragment the international economy? Will the developing nations orient themselves toward the multilateral institutions, particularly the World Trade Organization, or will they gravitate toward regional arrangements. Haggard argues that the advanced developing countries have become strong supporters of the multilateral system and that the extent of regionalism has been over stated. He contends that a more serious threat is the lure of biliteralism and the effort of the advanced industrial states to impose standards on developing countries that are inappropriate or politically counterproductive.
