Only since the 1970s have the East European Socialist countries (known collectively as Comecon) participated in the international exchange of technology as exporters. In this book, Drs. Monkiewicz and Maciejewicz analyze the technology export performance of the Comecon countries. They begin by defining the nature of technology as a commodity, analyzing the structural characteristics of the international market, and outlining both the cost and benefits of technology export. Later chapters provide an overview of Comecon technological policies in the 1970s, with particular attention to the export-import factor and Comecon regional technological cooperation. In-depth analysis is presented through case studies of the experiences of Poland and Czechoslovakia. The failure of command central planning in the twentieth century has led to a general disillusionment within the socialist movement worldwide. Some alternatives to capitalism have been proposed since the end of the Cold War, but none has offered an alternative form of economic calculation. This book explains how modern information technology may be used to implement a new method of economic calculation that could bring an end to capitalism and make socialism possible. In this book, the author critically examines a number of socialist proposals that have been put forward since the end of the Cold War. It is shown that although these proposals have many merits, their inability effectively to incorporate the benefits of information technology into their models has limited their ability to solve the problem of socialist construction. The final section of the book proposes an entirely new model of socialist development, based on a "needs profile" that makes it possible to convert the needs of large numbers of people into data that can be used as a guide for resource allocation. This analysis makes it possible to rethink and carefully specify the conditions necessary for the abolition of capital and consequently the requirements for socialist revolution and, ultimately, communist society. Information Technology and Socialist Construction will be of interest to students and scholars of political economy, the history of economic thought, labour economics and industrial economics.

This book explains how and why the state-socialist regime in Hungary used technology and propaganda to foster industrialization and the conservation of natural resources simultaneously. Further, this book explains why this process was ultimately a failure. By exploring the environmental pre-history of communist Hungary before analyzing the economic development of the Kádár regime, Pál investigates how economic and environmental policies and technology transfer were negotiated between the official communist ideology and the global economic reality of capitalist markets. Pál argues that the modernization project of the Kádár regime (1956–1990) facilitated ecological consciousness – at both an individual and societal level – which provoked great social unrest when positive environmental impact was not achieved. Today, global issues of climate change, urban pollution, resource depletion, and overpopulation transcend political systems, but economic and environmental discourses varied greatly in the twentieth century. This volume is important reading for all those interested in economic and environmental history, as well as political science.
