Since the 1983 report by the National Council on Excellence declared the U.S. a nation at risk, the public has focused on the effectiveness of student achievement. Research over the past twenty years has yielded valuable information about how to improve student achievement for all students. The demand by the public for accountability in public education has resulted in state initiatives. In Tennessee, the Tennessee School Improvement Planning Process (TSIPP) is the state mandated vehicle for accountability. During the Fall of 2000, the Tennessee Department of Education's Accountability Office placed four schools in one area of Tennessee on the "heads-up" list indicating a pattern of low student performance. In September, 2001, the four schools were placed in Good Standing based on state accountability measures. Was the TSIPP instrumental in the improvement of student achievement and removal of the schools from the state's "heads-up" list? The purpose of this study was to discover how four schools placed on the state's "heads-up" list for low performance in 2000, improved their student achievement to be placed in good standing in September, 2001. An evaluation of teacher morale during this time was also sought. Data were collected through a series of interviews with participants at the four school sites. An analysis of the data was conducted to identify emergent themes. Additional information was collected from archival Report Cards and School Improvement Plans for each site from the 2000 and 2001 school years. Findings were presented thematically. Leadership, high expectations for students, time to collaborate and use data were found to be important factors in improving student achievement. Teacher morale was negatively impacted through the process of accountability. Teachers indicated loss of creativity in teaching necessitated by the focus on test objectives. They also indicated that accountability should be shared with parents and students. Recommendations include restructuring the school day to include collaboration time for teachers, staff development to help teachers understand the values and mores of poverty level parents and students, a reduction in the amount of paperwork associated with the Tennessee School Improvement Plan, and research into the narrowing effects of the total curriculum due to accountability.

Of course, the U.S. Constitution and federal laws leave the control of education largely to the states, and states have long provided support to school districts. In return for federal monies, however, NCLB requires states to provide such help under the statewide systems of support (SSOS) provision of the Act. The purposes of this Handbook are to survey the research related to statewide systems of support, to present the experience and insights of educational leaders in how such support can best be conducted, and to derive actionable principles for improving schools. It is intended for use not only by the staff of the U.S. Department of Education-sponsored Regional Centers that serve state department staff but also by the staff of school districts and schools. Also sponsored by the U.S. Department of Education, the Center on Innovation & Improvement (CII) previously developed the Handbook on Restructuring and Substantial School Improvement (Walberg, 2007) that became the basis of CII’s technical assistance to Regional Centers on this topic. CII made available for downloading Power Point presentations and web-based seminars (“webinars”) based on the previous Handbook. CII’s intended audiences widely employed the previous Handbook on Restructuring and Substantial School Improvement and auxiliary materials and found them useful in their technical assistance efforts to disseminate and encourage evidence-based ideas for restructuring and improving schools. With advice from the U.S. Department of Education, scholarly experts, and experienced educators in the Regional Centers, state departments of education, and school districts, the CII staff concluded that what it envisioned as the present Handbook would be similarly useful.

This report is prepared annually by the State Board of Education and the Commissioner of Education in accordance with the Public Education Governance Reform Act (1984). It sets forth performance goals established for Tennessee school systems in accordance with the Education Improvement Act (1992) and provides a summary of data needed to evaluate progress under the Board's Master Plan. The Master Plan defines an environment in which local school systems and the state can work together for improvement. The plan provides a blueprint to achieve a seamless system of education from pre-kindergarten through higher education. The plan identifies nine Key Result Areas (KRAs), sets goals for those areas, specifies strategies to achieve the goals, and notes measures of progress for each goal. Strategies in each of the nine key areas are aligned so that the overall goal of student learning can be accomplished. The plan identifies new costs to implement the strategies and proposed improvements in the Basic Education Program funding formula.
