Sponsored by Headquarters Supreme Allied Commander Transformation (HQSACT), and supported by the International Transformation (ITX) Chairs Network, the conference brought together academics, policymakers, and practitioners to discuss the topic of Changing Mindsets to Transform Security: Leader Development for an Unpredictable and Complex World. In July 2012, the Chairman of the Joint Chiefs of Staff, General Martin E. Dempsey, U.S.A., released the Joint Education White Paper, challenging those in the Professional Military Education and Joint Professional Military Education community to develop "agile, adaptive leaders with the requisite values, strategic vision and critical thinking skills necessary to keep pace with the changing strategic environment." In response, and to support NATO National Chiefs of Transformation efforts, the ITX Chairs Network issued a call for papers to increase the understanding of leader development, refine concepts, and develop content to be used in U.S. and international fora. Seventeen of the papers published here were presented in Washington. Two of the papers were submitted before the conference, but the authors were not able to attend. The views are those of the individual authors.
