Excerpt from The Self-Reconstruction of Maryland: 1864-1867 In the year 1901 I published in the John Hopkins Studies (Series XIX) a monograph upon the subject of the Maryland constitution of 1864. The present study is a continuation of the earlier work in point of time, and I have endeavored to show the method by which Maryland entered upon a process of self-reconstruction during the years 1864 to 1867, and the relation of this movement to national politics.
