When Russia invaded Ukraine in February 2022, sparking fears of a global food crisis, IFPRI responded rapidly to the need for information and policy advice to address the crisis. From the first moments of the conflict, a new IFPRI blog series provided critical information and insights into the impacts on food security, caused by rising food, fertilizer, and fuel prices and trade disruptions, for vulnerable countries and regions. Global food price spikes in 2008 and again in 2011 coincided with a surge of political unrest in low- and middle-income countries. Angry consumers took to the streets in scores of nations. In some places, food riots turned violent, pressuring governments and in a few cases contributed to their overthrow. Foreign investors sparked a new global land rush, adding a different set of pressures. With scientists cautioning that the world has entered a new era of steadily rising food prices, perhaps aggravated by climate change, the specter of widespread food insecurity and sociopolitical instability weighs on policymakers worldwide. In the past few years, governments and philanthropic foundations began redoubling efforts to resuscitate agricultural research and technology transfer, as well as to accelerate the modernization of food value chains to deliver high quality food inexpensively, faster, and in greater volumes to urban consumers. But will these efforts suffice? This volume explores the complex relationship between food security and sociopolitical stability up to roughly 2025. Organized around a series of original essays by leading global technical experts, a key message of this volume is that actions taken in an effort to address food security stressors may have consequences for food security, stability, or both that ultimately matter far more than the direct impacts of biophysical drivers such as climate or land or water scarcity. The means by which governments, firms, and private philanthropies tackle the food security challenge of the coming decade will fundamentally shape the relationship between food security and sociopolitical stability.

This paper analyzes the implications of the Russian-Ukraine crisis on global and regional food security. We start with a global vulnerability analysis to identify most vulnerable regions and countries. The Middle East and North Africa (MENA) region is particularly vulnerable to trade shocks because of its high food import dependence. Thus, we provide descriptive evidence characterizing how food systems and policies impact vulnerability to the price shock in selected MENA countries: Egypt, Sudan, and Yemen. Within these countries, we show that the crisis will differentially impact poor and non-poor households as well as rural and urban households. Although the absolute level of food insecurity may still be higher in rural areas where larger numbers of poor households are located, urban poor are likely to suffer most because of the Russia-Ukraine crisis and associated hikes in food prices, especially in those countries where social protection and food subsidies are missing. On the policy side, we review lessons from previous food crises and identify actions needed to take (and to avoid) to protect most vulnerable countries and households in the short-term while also highlighting long-term policy options to diversify food, fertilizer and energy production and trade.

New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. The current international scenario with the war in Ukraine will have potential impacts on agri-food systems across the world. This scenario will change the balance of power among actors in the agri-food sector. High margins of uncertainty are common across supply chains in the face of uncontrolled increases in raw material prices and an uncertain guarantee of supply. This uncertainty is compounded by rising energy prices, putting the entire agrifood supply chain, which is highly energy-intensive, in crisis. Increasing the resilience of agri-food systems may need to become a priority for many national economic systems.
