Despite the difference in their populations and political status, New Caledonia and Papua New Guinea have comparable levels of economic dependence on the extraction and export of mineral resources. For this reason, the costs and benefits of large-scale mining projects for indigenous communities has been a major political issue in both jurisdictions, and one that has come to be negotiated through multiple channels at different levels of political organisation. The ‘resource boom’ that took place in the early years of the current century has only served to intensify the political contests and conflicts that surround the distribution of social, economic and environmental costs and benefits between community members and other ‘stakeholders’ in the large-scale mining industry. However, the mutual isolation of Anglophone and Francophone scholars has formed a barrier to systematic comparison of the relationship between large-scale mines and local-level politics in Papua New Guinea and New Caledonia, despite their geographical proximity. This collection of essays represents an effort to overcome this barrier, but is also intended as a major contribution to the growth of academic and political debate about the social impact of the large-scale mining industry in Melanesia and beyond.

Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS)* at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dis semination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volumes were handled by an international publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 39 (thesis year 1994) a total of 13,953 thesis titles from 21 Canadian and 159 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this impor tant annual reference work. While Volume 39 reports theses submitted in 1994, on occasion, certain uni versities do report theses submitted in previous years but not reported at the time.

This paper presents a Joint Staff Advisory Note on Guinea’s Poverty Reduction Strategy Paper (PRSP). Baseline economic growth is projected to accelerate to 5.2 percent in 2014 and beyond, up from just under 4 percent in 2012. This projection is based on an acceleration of economic growth in the construction sector in response to massive investment outlays by mining companies. Private investment is projected to increase from 17.8 percent of GDP in 2012 to more than 40 percent in 2014. The PRSP proposes a sharp increase in funding for education as a share of total public expenditures over the PRSP period, while total fiscal resources also increase.
